Purpose



Reporting directly to the Office Director, of the CWS Local Office, the Resettlement Program Manager is responsible for overseeing the Placement/Resettlement (R&P), Preferred Community (PC), and Matching Grant (MG) programs at CWS. This position is accountable for managing all aspects of these programs as dictated by their corresponding cooperative agreement and guidelines.



Responsibilities





  • Responsible for leading and managing all programmatic and operational aspects of the R&P, PC, and MG Programs including case management, assurances, pre-arrival assessments, post arrival core services, and employment services.

  • Assist the CWS Local Office Director to prepare program budgets; review monthly program expenses with Office Director to ensure programs operate within budget, identify budget revisions and staffing needs as appropriate. Meet monthly with the CWS Local Office Director to review program needs and successes.

  • Oversee management of client direct assistance and other funds disbursement. Prepare, or oversee preparation of, regular expense reports and reimbursement requests.

  • Conduct regular reviews of client case files to ensure quality in service provision and fulfillment of documentation requirements.

  • Participate in the planning for and implementation of on-site monitoring visits conducted by CWS/IRP national staff, State Refugee Office and/or federal partners.

  • Recruit, hire and supervise case managers dedicated to R&P, PC and MG programs, and provide training to ensure sound understanding of program requirements and regulations and to ensure ongoing consistent compliance.

  • Participate in meetings on the local, state, and regional levels, as appropriate, including those with refugee services stakeholders in Texas, the State Refugee Coordinator, other resettlement and colleague agencies.

  • Participate in community outreach efforts to build networks and foster relationships with local organizations, resettlement agencies and churches involved with provision of service for refugees and immigrants.

  • Support regular community consultations in partnership with CWS Local Office Director.

  • Ensure the timely submission of program related R&P, PC, and MG reports to CWS national program teams and to CWS global finance office.

  • Build strong resettlement team with a culture of commitment and accountability; lead regular resettlement team staff meetings to discuss program developments, challenges, and program updates and guidelines.

  • Work closely with staff to promote a high level of professionalism; provision of client-oriented service; good stewardship and teamwork.

  • Represent CWS at local and regional meetings as appropriate at the request of the Office Director.

  • Perform other related duties as requested.




Qualifications




Education:





  • Bachelor's Degree and/ or equivalent professional experience.




Experience:





  • 5 years' experience in job development and case management in a human services organization, preferably working with immigrant and refugee populations. Familiarity with US immigration issues and terminology, Familiarity with USCIS documentation as it related to refugees, Cuban/Haitian Entrants and Asylees etc.

  • A minimum of five years work experience in non-for-profit field.


Skills:



  • Strong organizational, diplomatic and priority-setting skills.

  • Strong management skills, including experience in staff supervision, performance appraisal, conflict resolution and administrative oversight.

  • Ability to maintain calm and use sound judgment in high stress situations.

  • Good understanding of State, local and Federal funding procedures.

  • Strong computer skills.

  • Able to give close attention to detail.

  • Ability to work with and maintain the integrity of confidential client and financial information.

  • Strong interpersonal, supervisory, and customer service skills required.

  • Excellent oral and written communication skills.

  • Bilingual in English/Spanish required.




Special Requirements





  • Must have a valid driver's license, insurance, and suitable transportation.

  • Must complete motor vehicle record check.

  • Must be willing and able to travel.

  • Background check required.
