SUMMARY



The Program Manager IV will oversee all activities related to supporting the CDES PMO, specifically in the following areas: program management, assessment and authorization, requirement analysis, customer management, project management, lab support, production support, enterprise architecture, deployment and implementation support, and integration of cross domain solutions.

ESSENTIAL REQUIREMENTS



Must be able to obtain and maintain a Top-Secret clearance which requires U.S. Citizenship.



KEY DUTIES AND RESPONSIBILITIES

Responsible for managing the highest-level strategic TECHNICAL programs.


Ensures all Task Areas are being satisfied and executed on time and within budget.


Provide support for the management of project teams responsible for defining and performing activities needed to implement cross domain solutions on time and that fulfill the planned requirements.


Support the project management of cross domain technologies implemented by the CDES.


Provide support for the development of a comprehensive strategy for identifying and prioritizing all new projects and requirements supported by the CDES.


Support engineering solutions for all new mission partner filtering requirements, as well as provide sustainment support for all current filtering projects.


Define and document technical components, as well as the related functional and business activities needed to continue the transformation of the CDES program.


Develop, update, and provide input to conceptual whitepapers, information papers, program planning, executive summaries, briefings, and CDES foundation documents, such as requirements, architecture, engineering, concept of operations, and similar documents.


Develop weekly project schedules (e.g., using MS Project) as part of their work.


Support the execution of meetings and conferences.


Provide support in identifying and transitioning customers onto the CDES. This includes identifying new customers; guiding customers through the cross-domain requirements Assessment and Authorization process; managing customer expectations and competing organizational interests; defining, updating and documenting customer requirements; estimating the fee to be paid by customers; creating and maintaining the agreements needed by the CDES to provide cross domain services.


Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.


Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

May be responsible for business development within current customer base and/or for new customers.

EDUCATION AND EXPERIENCE



Bachelor's Degree or equivalent experience with an advanced degree in engineering or business preferred.


15 years program related experience in related areas with at least 10 years functional or program management experience.



LANGUAGE SKILLS



Ability to read, analyze and interpret technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the public.



MATHEMATICAL SKILLS



Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.



REASONING ABILITY



Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Work is primarily performed in an office environment. Regularly required to sit. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.
