As part of our ongoing growth and expansion, Lynker is seeking a sharp Junior Environmental Compliance Specialist to support NOAA's Office for Coastal Management.



Responsibilities

The Junior Environmental Compliance Specialist selected will work closely with federal leads and a team of contract staff to review environmental programs, grants, contracts and associated projects and ensure compliance with the National Environmental Policy Act and other environmental statutes. The positions will be largely focused on projects and investments supported using funds from the Inflation Reduction Act. The Junior Environmental Compliance Specialist will review proposed
projects and activities to identify potential environmental effects on coastal and marine habitats, threatened and endangered species, marine mammals, and other factors or species. They will ensure compliance with the National Environmental Compliance Policy Act, Coastal Zone Management Act, and other statutes, developing the required documentation for federal review and approval that demonstrates a robust review and analysis and concurrence from NOAA or other federal agencies, as
appropriate, that the activity is not likely to result in an adverse effect. The ideal Junior Environmental Compliance Specialist will reside in the Mid-Atlantic United States, which includes Virginia, Maryland, Washington DC, Delaware, Pennsylvania, New Jersey, and New York.

Duties of the Junior Environmental Compliance Specialist will include the following:

  • Apply knowledge of laws, regulations, policies, and guidance that affect the National Environmental Policy Act (NEPA) process; including Endangered Species Act (ESA), Essential Fish Habitat (EFH), Marine Mammal Protection Act (MMPA), National Marine Sanctuaries Act (NMSA), National Historic Preservation Act (NHPA), and the Coastal Zone Management Act (CZMA) as well as Tribal Consultation and/or other Executive Orders,
  • Regularly review and become conversant in NOAA and NOS Program Offices' environmental compliance policies and procedures, as well as the range of programs, projects, and activities supported by NOS.
  • Develop draft and final Environmental Assessments and/or Environmental Impact Statements for priority efforts that require such a level of NEPA analysis. The Environmental Assessments and/or Environmental Impact Statements will be developed with guidance from and in close coordination with the federal Environmental Compliance Coordinators (ECCs) and other subject matter experts.
  • Work closely with ECCs to review program documents and management plans, funding applications and associated tasks or projects, contract actions, Memoranda of Understanding, adhering to SOPs established for key environmental statutes. Review draft environmental compliance documentation for quality and completeness (e.g., categorical exclusion memos, environmental assessments, environmental impact statements, findings of No Significant Impact, consultations, etc.) and provide comments or recommended edits to the ECCs to advance for NOAA approval.
  • Assist in the development of environmental and cultural resource analyses and documentation for the administrative record, as needed.
  • Provide technical assistance to staff, as needed, to address questions regarding consultations with NOAA or other agencies or groups to ensure compliance with the statutes above.


Qualifications

The Ideal Junior Environmental Compliance Specialist will have the following:

  • A Bachelor's Degree with 1-2+ years of experience.
  • Knowledge of and experience with the National Environmental Policy Act (NEPA) process and documentation, as well as the Endangered Species Act (ESA), Essential Fish Habitat (EFH), Marine Mammal Protection Act (MMPA), National Marine Sanctuaries Act (NMSA), National Historic Preservation Act (NHPA), and the Coastal Zone Management Act (CZMA) as well as related Tribal consultation.
  • Ability to work independently with guidance and direction regarding priorities and NOAA processes and procedures
  • Strong analytical and communications skills, including oral and written communications; and
  • Strong organizational skills.
