As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Media and Communications Specialist to support a contract with NOAA Fisheries’ Alaska Regional Office (ARO) Regional Administrator’s Office. This is a full-time position that will take place at the NOAA Fisheries office in Juneau, Alaska. The position is anticipated to begin on August 1, 2024. This position will be housed under our Mentor-Protege Joint Venture arrangement with Axiom Consultants, called Propel Solutions. The successful candidate may be employed by either Lynker or Axiom. Hiring for this position will be contingent on contract award.

NOAA Fisheries ARO’s mission is the science-based stewardship of living marine resources and their habitat in the waters of the North Pacific and Arctic Oceans off Alaska. The Region’s mission responsibilities include supporting sustainable fisheries and aquaculture, recovering and conserving protected species, and promoting healthy ecosystems and resilient coastal communities. The Communications Program—comprised of one (1) full time communications officer—supports the entire Alaska Region, approximately 130 people. The program has been experiencing increasing demand for communication products and services for and by ARO employees as well as external audiences.


The primary objective is to obtain support services for communications and media support to assist with the development of communications materials including written and visual products (graphic design, photography, videography), web-based and social media content, education and outreach activities, and responding to media inquiries to support the NOAA Fisheries-ARO Public Affairs Program. The contractor will be responsible for the overall scheduling of project activity.



Responsibilities

Tasks and Deliverables
The selected candidate will be required to perform the following tasks. The work is to be conducted in a fast-paced environment. All deliverables shall be completed in the format prescribed and by due dates specified in the individual work assignments. The selected candidate will be responsible for scheduling the work to be done each day, within the work schedule of the NOAA Fisheries Project Lead. The selected candidate will be required to do the work independently, with high quality results in a timely manner. The NOAA Fisheries Project Lead is responsible for the overall scheduling of the project activity and selection of communication needs.

• Task 1 – Written Communication and Media Pieces
Writes and/or edits news releases, communication plans, talking points, web stories, speeches, editorials, accomplishment reports and other written materials, adhering to plain language guidelines and consistent with agency style, grammar, and punctuation. This primarily includes the NOAA Fisheries online web writing style guide (https://noaa-fisheries.webflow.io/) and the Associated Press, as a secondary resource.
Deliverable: Timely production of high-quality communication products, including written, web, and social media materials such as web stories and news releases, social media campaigns, monthly and quarterly reports to support communication objectives. NOAA Fisheries ARO typically produces at least one web story per month. Additionally, the contractor may be involved in national campaigns, such as Whale Week, and breaking news coverage.


• Task 2 – Social Media Coordination
Plans and implements social media campaigns. Coordinates with agency headquarters social media programs to amplify agency messages. Produces multi-media content for website and social media platforms such as X, Instagram, and Facebook. Manages ARO social media accounts according to agency social media policy; and uses analytical tools to produce monthly reports to evaluate the effectiveness of web and social media communications efforts/products.
Deliverable: Accurate posting of cleared materials to web and social media; distribution of materials as specified and through appropriate and effective channels. The contractor will typically produce at least one post per week for each of NOAA Fisheries ARO social media platforms (Facebook, Instagram, etc.).


• Task 3 – Fisheries Education Council Participation
Participates on the Fisheries Education Council, tracking regional activities and reporting accomplishments; works with staff to plan and implement educational activities.
Deliverable: Monthly and quarterly reports evaluating the success of web and social media products using analytical tools (e.g., Foresee, Google Analytics, and Twitter Analytics).


• Task 4 – Support for Outreach Activities
Plans and participates in outreach activities such as Sea Week, local STEM events and stakeholder engagement workshops and listening sessions. While the number of activities and events can be variable, the contractor should expect an average of one per month.
Deliverable: Organization and tracking of educational and outreach events, with after action reports to inform planning for future activities.


• Task 5 – Video/Photography Support
Provides photographic/videography support of events and activities, edits and manages image and video files, archives so that visual materials are easily retrieved when needed.
Deliverable: High quality visual materials to compliment or stand-alone illustrating the wide range of mission requirements and highlighting the best work of ARO employees.



Qualifications

• Bachelor's degree in a relevant field (e.g., journalism, marketing, business administration, communications, etc.) plus seven (7) years of total experience.
• A minimum of two (2) years of communicating scientific and/or marine policy to the public.
• A minimum of one (1) year of experience in demonstrating each of the following skills and abilities:
o Proficiency in writing and editing skills for multi-media, including knowledge of writing and editing for Search Engine Optimization (SEO), and with ability to come up with several iterations of post copy to grow following on social media platforms.
o Experience in use of Content Management Systems like Drupal for posting web content such as web stories and news releases.
o Experience in Photoshop and In-Design to curate photos, create graphics, and perform layout of communication materials to provide graphic design support.
o Experience with photography/videography to capture regional events and activities, develop short films, edits and manages image and video files, archives so that visual materials are easily retrieved when needed.
o Familiarity with use of analytical tools such as Google analytics, Foresee and social media analytics to track communications program activities/output success.
o Knowledge and experience in planning events, particularly for educational and outreach purposes.
o Experience managing projects involving many people, tracking, and maintaining a schedule.
o Experience taking directions from both senior communications and regional staff and the ability to exercise independence and judgment.
o Experience providing general office support to successfully perform the requirements under this task order.


The selected candidate for this position will work up to 40 hours per week. Limited ravel is anticipated for this role two to three trips for special assignments such as education and outreach events, conferences, and/or regional fishery council meetings.
