The USMCA initiative measures the effectiveness and implementation of the U.S.-Mexico-Canada Agreement, as well as its impact on the policies and economies of the partner nations through forward-looking research, data, and analyses. The initiative led by a Senior Fellow is seeking a Research Analyst to join its team.

Position Location: This position is hybrid. Hybrid positions combine regular in-person presence at our Washington, DC office with the option of at least two days of remote work each week.

Please Note: This position is included in the staff bargaining unit, Brookings United, affiliated with the IFPTE Local 70 union, and is covered under the terms of the collective bargaining agreement.

This is a one-year termed position, with extension contingent on funding.

The Research Analyst will support the project by providing research, writing, data, statistical, and geospatial analysis related to trade, investment flows between the US, Mexico and Canada. Focus areas of research include developing data on regional trade effects of USMCA, how employment relates to trade flows and implications for growth and jobs. More broadly, research would also include digital trade, investment, and tracking implementation of USMCA. This research analyst will support the Senior Fellow in performing analysis with limited supervision; deliver high quality outputs in a timely manner; participate in the development, dissemination and presentation of research findings; assist in the organization of meetings and events; and provide administrative assistance as needed.

Research Analysis (70%)

• Work with other Brookings colleagues to develop and then monitor the USMCA tracker, updating as needed.

• Creates and manages large datasets within Stata or R; writes complex code in Stata or R to operationalize analysis methodologies.

• Conducts empirical research and policy analysis on policies and trends.

• Performs advanced, complex quantitative data analysis, compilation and cleaning of large datasets and trends, utilizing econometric and other statistical methods.

• Creates tables, graphs, and other data visualizations that clearly communicate research findings using primarily Stata or R.

• Write high quality drafts of working papers and presentations based on the data work.

• Documents data methodologies in detail for both internal use and publication.

• Conducts literature reviews of material from conferences and seminars, government documents, academic journals and policy publications, institutional databases, and reports.

• Supports with drafting, editing and proof reading of research reports, policy briefs, articles, blogs, and other published materials.

Research Support and Project Coordination (30%)

• Supports the Senior Research Analyst with project components of the flagship USMCA Forward report, including engaging with external experts, third party service providers, internal staff across Brookings, reviewing material, and executing all necessary tasks leading to final publication and dissemination.

• Coordinates the planning, organization, and execution for all levels and types of virtual and in-person events (public and private; roundtables, conferences and seminars); helps develop, prepare, and manage participant lists; drafts agendas, invites, and background materials.

• Assists with outreach and coordination for meetings, calls, and communications with external groups as well as scholars and staff within Brookings.

• Works with communications and development teams to schedule media interviews, funder stewardship, etc.

• Works with the program’s digital media team to maintain strategic oversight of the content of project-specific web pages and publications as needed.

• Supports other annual processes such as research symposia, with social media, event planning, and logistical assignments as needed.

• Supports ad hoc requests for policy support, preparing fact sheets, briefing notes for internal and external trends, supporting Congressional testimonies, and other program needs.

• Other administrative duties as assigned.

Education/Experience Requirements

Bachelor’s degree with a concentration in international trade, economics, international affairs or political science required. Master’s degree preferred. Strong academic record essential, having excelled at econometrics and statistical coursework. Minimum two years of work or internship experience in empirical research and quantitative data analysis, potentially including previous experience working as a research assistant with a professor.

Knowledge/Skills Requirements

Proficiency in Stata required, with experience and confidence in accurately manipulating and analyzing large datasets. Expertise with ArcGIS and R highly desirable. Knowledge of SPSS, LaTeX/LyX, Python, and Matlab a plus. Successful candidate must be detail-oriented with a passion for precision, in addition to the capacity to connect data insights and bring them to a larger conversation. Ideal candidate can build on methods to advance tool sets and techniques. Candidates should also be knowledgeable of, and have keen interest in poverty reduction, global sustainable development, and global economic issues. Special interest and knowledge in trade, policy, and current events in the U.S., Mexico, and Canada are highly desired. Outstanding verbal and written communication skills are important for the role. Ability and willingness to organize information, undertake research assignments with minimal supervision, work well under pressure with discretion and mature judgement, collaborate with diverse colleagues, and meet multiple deadlines in a fast-paced work environment are all essential. Successful candidates will have a professional demeanor and be comfortable working with high-profile individuals from academia/civil society/government/international organizations.
