Job Summary

As a member of the SCELC Business Services Team under the general supervision of the SCELC Chief Operating Officer, the eJournal Relations Manager provides library customer service and fosters vendor relations to facilitate SCELC institutions' electronic journal (eJournal) collection development. This position plays a critical role in ensuring the organization's offerings of high-quality and relevant eJournal packages in collaboration with internal and external stakeholders including the Director of License and Open Access Services, the Business Services Team, and SCELC libraries to develop and implement strategies that support sustainable eJournal package management. Examining issues of diversity, equity, inclusion, and accessibility will shape all aspects of how the SCELC staff approach work with the SCELC and wider community.

Duties and Responsibilities

  1. Relationship Management:

    1. Cultivate and maintain relationships with eJournal content providers enabling SCELC to offer a wide range of scholarly eJournal resources.

    2. Serve as the main point of contact and facilitate timely, accurate responses to librarians at SCELC institutions regarding eJournal-related content and quote requests. Accurately handle the lifecycle of eJournal subscriptions for SCELC members, handling orders, confirming access with vendors, processing vendor invoices, and performing renewals.

    3. Interpret license terms and conditions. Process approval of addenda and vendor order forms expediently.

  2. Communication:

    1. Develop and enhance library communications about eJournal packages including access and ownership rights, content changes, and other key terms and conditions.

    2. Collaborate with colleagues on new and existing discounted product offers with a focus on eJournal packages and transformative agreements.

    3. Contribute to improvement of communication and eJournal customer support strategies with support from the Director of Strategic Library Services and Communications.

    4. Along with other members of the Business Services Team, collaborate with Library Relations Manager to identify and support SCELC's community needs, particularly in providing information and programming.

  3. Negotiation: Collaborate with the Licensing Team and Executive Director to negotiate and apply eJournal package agreements, focusing on pricing and content-related terms that increase sustainability such as annual increases, early opt-out and post-cancellation access rights, access fees, availability of standard title lists, as well as adherence to the KBART, NISO and Transfer standards.

  4. Vendor Evaluation: Review new offerings, including discounted pricing structures, access models, and technical features, and make recommendations for adding to SCELC's offerings.

  5. Collaborative Contributions:

    1. Participate and provide leadership in external bodies working to improve eJournal publishing and licensing standards, such as NISO, Transfer, SERU, or COUNTER.

    2. Actively participate in eJournal vendor Library Advisory Boards.

    3. As a member of Business Services, collectively manage SCELC's primary business and subscription system (ConsortiaManager), including offering input on database maintenance and efficiencies in system workflows.

    4. Document and share procedures and help develop SCELC-wide procedure manual.

    5. Contribute to efforts in advancing DEI initiatives within SCELC and in outreach services to the SCELC community.

  6. Troubleshooting and Support: Serve as a resource for internal staff and users regarding eJournal access issues, troubleshoot problems, and liaise with vendors and technical support teams to resolve any technical or content-related issues. Track reported access problems, escalate unresolved issues, and follow-up with suggested improvements.

  7. Stay Updated on Industry Trends: Stay current with emerging trends and developments in the field of electronic journals, scholarly publishing, and library resources. Attend conferences, workshops, and webinars to expand knowledge and share insights with colleagues.

  8. Assist SCELC staff in maintaining administrative and membership records, database subscriptions, and prospective database subscription files.

  9. Other duties as assigned, which could include serving as a liaison to an advisory committee, supporting member events, and special projects.

SCELC's current work environment is primarily remote, with 60-95% of employee work performed virtual, with some flexibility at the employer's discretion. SCELC has a 40-hour work week. Employees accrue 20 days of vacation per year and 12 days of sick leave.

Salary is in the range of $60,000 to $95,000 depending on experience (Manager I-II). SCELC's current benefits package includes multiple options for individual medical plans, with generous employee-sponsored premiums for employees and their dependents. Currently dental and vision plans are also provided, along with life insurance and long-term disability insurance. SCELC contributes to the retirement plan (403b) at 8% of an employee's salary per annum.

Job Requirements

  1. Master's degree in Library Science, Information Science, or a related field (ALA-accredited program preferred).

  2. A minimum of three years experience working with acquisitions of electronic resources in a library, academic institution, or research-focused organization.

  3. Strong negotiation and communication skills to effectively collaborate with publishers, vendors, and internal and external stakeholders.

  4. Analytical mindset with the ability to interpret usage data, make data-driven decisions, and identify trends or patterns.

  5. Proficiency in relevant software and tools, including library management systems, knowledge-base systems, KBART and KBART automation, electronic resource management systems eg. ConsortiaManager.

  6. Experience with office productivity software such as team communication systems eg. Slack, CRM software such as Salesforce, Zoom, as well as Google Business and Microsoft Office suites.

  7. Ability to work independently, and to work effectively and collaboratively with SCELC staff, SCELC committees, libraries, and the vendor community.

  8. Ability to travel to the SCELC offices in North Hollywood, CA on a regular basis as well as occasional vendor and library events throughout the U.S.

Preferred Skills

  1. Experience working with eJournals in a library, academic institution, or research-focused organization strongly preferred.

  2. Familiarity with academic publishing landscape, licensing models, and electronic resource management systems (ERMS).

  3. Familiarity with authentication systems, proxy servers, and access management protocols.

  4. Knowledge of copyright laws, fair use, and licensing agreements in relation to digital content.

  5. Experience with video and graphic tools such as Canva, Vimeo, or Loom.
