Overview



Church World Service (CWS) is a faith-based organization transforming communities around the globe through just and sustainable responses to hunger, poverty, displacement and disaster. CWS envisions a world where everyone has food, voice and a safe place to call home.


In 2018, CWS pioneered its first Gender Equality Policy. The policy laid the groundwork for strategic engagement in gender equity learning, processes and organizational gender equity goals. Over the past five years, CWS has engaged in unchartered organizational growth including new and expanded leadership, program unification and strengthening internal technical expertise. As CWS continues to improve its program design and practices, organizational practices, support for CWS staff, partners and impacted communities, CWS is seeking expertise to guide its gender policy update, encourage programmatic collaboration and gender equity mainstreaming practices across the organization.


In 2024, CWS will revise its Gender Equality Policy per its policy protocols. CWS will use this opportunity to ensure the policy is aligned with contextual, development and U.S. and global humanitarian standards (such as Inter-Agency Standing Committee, the ACT Alliance, InterAction DEI Compact) and best practices, as well as design guidance and action plans to support gender equity mainstreaming within the organization.

Purpose



The contract period for this role is July 14, 2024 through November 30, 2025 (tentative).



Responsibilities



Under the overall guidance of the Director for Diversity, Equity and Inclusion (DEI) and in partnership with the Technical Unit, Programs Department, and People and Culture, the Gender Audit Consultant duties would include:


  • Review existing CWS Gender Equality policy and provide policy recommendations to ensure policy is aligned with U.S. context, development and international humanitarian standards, and focused on intersectional awareness, practices and transformation frameworks.

  • Conduct desk review of adjacent CWS communications, program documents, policies and practices, to ensure gender equity policy recommendations are aligned and consistent with policy content and commitments.

  • Assess and conduct feasibility exercises to determine depth and range of gender audit activities aligned with CWS' timeline, staff capacity, and budget revising audit activities and timeline accordingly.

  • Conduct gender audit activities including survey design, focus group questionnaire design and facilitation, data collection and analysis, gender mainstreaming action plan design and organizational guidance.

  • Facilitate a series of findings presentations with gender audit participants, programs and leadership community staff.

  • Conduct an organization-wide audit of CWS' existing gender equity policy implementation and practices based on best practice industry tools and intersectional justice and equity lens.

  • Design gender equity and mainstreaming learning guide to support CWS staff with competency and awareness.




Qualifications




Required Skills and Experience




Qualifications:



An advanced university degree or equivalent lived and/or work experience focused on gender studies, international relations, humanitarian sciences, public administration, public policy, political science, forced migration or refugee studies, or a related field.


Working proficiency in English.



Experience



  • At least 10 years of relevant work experience in field of gender equity, human rights, research and development, MEAL (monitoring, evaluation, assessment and learning), organization or program policy development and implementation or humanitarian response field;

  • Demonstrated experience of planning and implementing gender audits /assessments, analyses, evaluations and working with gender-sensitive data;

  • Demonstrated experience of providing direct program support, or advisory services within a global development and humanitarian setting and organizations;

  • Experience with coordination, technical support and managing logistics with a global humanitarian organization with multiple office locations and time zones;

  • Strong demonstrated experience presenting complex information in clear, language in writing and verbal to diverse audiences; and

  • Demonstrated understanding of and implementing national and international gender equity commitments within U.S. and global humanitarian settings.




Special Requirements



CWS envisions the following deliverables from the consultant partnership:


  • Set of recommendations for CWS' gender equality policy revision.

  • Gender audit tools (survey and focus group questionnaires).

  • An organization-wide survey (inclusive of a combination of in-person and remote focus group interviews at 5-10 U.S. and global CWS offices, pending confirmation of final methodology and draft report of survey analysis), intersectional analysis and survey report.

  • Gender audit virtual presentations for 3-4 different internal audiences inclusive of slide deck (such as gender audit participants, DEI and Technical Unit, Programs team and senior leadership team).

  • Gender equity mainstreaming action plan template and recommendations.

  • Gender equity guidance (to accompany organizational policy implementation).

  • Gender equity and mainstreaming competencies learning guide.



Interested consultants or companies are requested to submit a proposal by June 15, 2024.


Proposals should include the following:

  • Consultant background inclusive of relevant experience;

  • Proposed gender audit methodology or framework including methods centered in intersectional equity;

  • Detailed work plan inclusive of a proposed timeline and deliverables;

  • Budget breakdown including fees and expenses;

  • Examples of similar completed or works-in progress; and

  • References from previous partners or clients.
