Toth and Associates (TOTH), Springfield area's largest professional engineering firm, is seeking an experienced HR manager to lead its HR department and to manage administrative support staff. TOTH is headquartered in Springfield, MO, and is a growing firm with nearly 200 combined employees in multiple states.

The HR manager's role is to professionally lead, develop, apply, and support HR practices and functions in all areas of the HR realm and to manage HR and administrative support staff.

This full-time, salaried position reports to the company's president.

Duties and Responsibilities


  • Oversee and execute the application of regulations and best practices to the talent acquisition process

  • Collaborate with department managers to understand skills and competencies required for positions

  • Prepare and maintain job descriptions company-wide

  • Identify, design, coordinate, and implement new initiatives, programs, and policies

  • Evaluate and revise internal processes for the HR and office support teams to increase efficiency and to enhance the internal customer service experience

  • Ensure the company is in full compliance with applicable laws and regulations and create, review, or modify policies and practices to maintain multi-state compliance

  • Identify and develop communication tools to heighten employees' understanding of HR policies, employee benefits, and other areas pertinent to employment

  • Lead in-person and virtual presentations or meetings

  • Maintain HR certification and knowledge of trends, best practices, regulatory changes, and new HR technologies

  • Advise and provide support and guidance to HR and administrative direct reports, management, and other departments' staff regarding employment regulations, benefits, company policies, procedures, and other HR or operational matters

  • Identify training needs, design and implement training programs, and evaluate effectiveness

  • Audit the accuracy and performance of functions executed by direct reports

  • Analyze, recommend, and design existing and new employee benefit programs and negotiate with carriers or vendors for best plans, rates, and offerings

  • Primary HR member to proactively receive, manage, receive, and administer processes related to employee relations, disciplinary matters, conflicts, investigations, performance management, involuntary terminations, and reasonable accommodation request

  • Exercise sound judgment and discretion

  • Coach and mentor direct reports

  • Process payroll on a rotational schedule

  • Last-in-line backup for phone reception

  • Ability to travel when required

  • Performs other duties as assigned

Required Qualifications


  • 15+ years of progressive HR experience

  • 5+ years supervising, leading, and developing HR direct reports

  • Bachelor’s degree, master’s degree preferred

  • Active HR certification

  • Multi-state payroll and multi-state HR experience

  • Extensive knowledge of applicable federal and state regulations as well as HR administration and best practices within the employee life cycle

  • Proficient with Microsoft Office suite
