POSITION SUMMARY

NCOA is dedicated to improving the health and wellbeing of older adults and adults with disabilities. Through our Center for Healthy Aging (CHA), we strive to increase access to and utilization of evidence-based interventions through two National Resource Centers funded by the Administration for Community Living—the National Chronic Disease Self-Management Education Resource Center and the National Falls Prevention Resource Center. The Centers provide best-in-class technical assistance and resources to support state and community-based organizations in implementing, expanding, and sustaining evidence-based programs. We are seeking an experienced and dynamic Director, Health Promotion Programs to join our CHA team, playing a crucial role in the development, coordination, and execution of our program activities.

The Director, Health Promotion Programs works closely with the Senior Director and Director in CHA to advance our mission by providing information, support, and resources to strengthen and expand an integrated, sustainable service system for evidence-based programs. The Director is responsible for solving problems and overseeing the overall performance of the departmental projects. Broadly, the Director serves as a subject matter expert on adult health promotion and disease prevention, as well as business acumen, community care hubs, and sustainability. In addition, this position keeps up to date regarding the progress of Administration for Community Living-funded grantees and other delivery partners across the country, highlights exemplary practices, and creates innovative professional development for community partners.

A core component of the Director’s role is to make big-picture decisions and co-lead a best-in class technical assistance (TA) strategy, including business acumen and network development, capacity building, resource development, implementation, and special projects, along with evaluation and dissemination of impact. The Director oversees program committees that provide expert guidance on activities and programming and works collaboratively with the CHA team, other NCOA staff, and external stakeholders, such as the Administration for Community Living/Administration on Aging (ACL/AoA), and other federal agencies, grantees, national organizations, and other national and state level partners. The Director works across diverse audiences of service providers, researchers, community leaders, evidence-based program developers, funders, and the public.

Positions at this level typically report to a senior director and require advanced knowledge and experience as well as strong management capabilities. Incumbents are required to exercise latitude and judgement within their scope of work and require minimal oversight. Incumbents generally have eight or more years of experience in their discipline and a bachelor’s degree or the equivalent, as well as substantive experience at this level.



KEY RESPONSIBILITIES

Strategic and Programmatic Leadership:

  • Develop and Execute Strategies: Implement strategic initiatives to ensure use of data-informed solutions and advocacy efforts that improve health outcomes. Address social determinants of health and health equity in programs and services.
  • Team Leadership: Manage and motivate a team of project specialists to achieve program goals. Provide training and support to optimize their skills and performance.
  • Operational Oversight: Oversee the daily operations of the National Chronic Disease Self-Management Resource Center and the National Falls Prevention Resource Center, ensuring alignment with NCOA’s mission and goals. Participate in work plan discussions, performance monitoring reviews, and continuous quality improvement activities to contribute to the success of the team.
  • Expand Impact: Support the achievement of NCOA’s social impact goals as approved by the NCOA Board of Directors.
  • Policy Analysis: Support for the analysis of national health and state policy; contribute to recommendations for improving patient centered care and support referral and integration with community-based organizations.

Technical Assistance and Capacity Building:

  • Lead Technical Assistance: Co-lead a best-in-class technical assistance strategy, focusing on business acumen, network development, and capacity building for community-based organizations (CBOs). Co-facilitate regular staff meetings to identify and meet the needs of grantees in exceeding their grant goals and to enhance staff understanding of the evidence-based program landscape, including best practices, common challenges, and innovative solutions.
  • Support Implementation: Provide hands-on support to state agencies and community organizations to enhance their capacity to deliver and sustain CDSME and falls prevention programs.
  • Resource Development: Oversee and support the creation and dissemination of resources that facilitate program implementation, quality improvement, and sustainability.
  • Conference Leadership: Responsible for developing and delivering programming through annual meetings including the annual NCOA Age + Action Conference and the Older Adult Mental Health Awareness Day.

Outreach, Advocacy, and Collaboration:

  • Community-Clinical Linkages: Strengthen and expand community-clinical linkages to ensure comprehensive, integrated care for older adults.
  • National and State Conferences: Represent NCOA at national and state conferences, sharing knowledge and advocating for evidence-based programs.
  • Stakeholder Engagement: Foster collaboration with a variety of public and private, national, state, and local organizations, as well as corporations. Actively seek widespread engagement of other organizations in program strategies and activities.
  • Respond to healthy aging-related media requests, as needed.

Reporting and Continuous Improvement:

  • Grant Management: Develop and submit proposals for new and expanding initiatives from government entities, private foundations, and corporations. Ensure compliance with grant requirements and reporting.
  • Quality Improvement: Engage in continuous quality improvement activities, using data and feedback to enhance program effectiveness.
  • Communication and Reporting: Develop reports and presentations to communicate program impact and lessons learned to funders, stakeholders, and the public.

PROFESSIONAL EXPERIENCE/QUALIFICATIONS

  • Master's degree required, preferably in public health, aging services, social services, gerontology, business, behavioral health or a related field.
  • A minimum of eight years of relevant experience.
  • Strong passion for NCOA's mission; mission-/goal-oriented and results-driven to contribute to NCOA's social impact goals.
  • Ability to be an effective ambassador for NCOA, explaining to outsiders NCOA's mission, social impact goals, major programs, and how they can get involved with NCOA.
  • Advanced oral and written communications skills, including presentation and negotiation skills.
  • Understanding of the health issues affecting older adults, the burden and impact of chronic diseases, the benefits of prevention and self-management education and health literacy.
  • Demonstrated skill in establishing and maintaining effective working relationships with diverse audiences.
  • Respect for differences of race, ethnicity, age, gender, sexual orientation, gender identity, religion, ability, and socio-economic circumstance and ability to work with diverse individuals within the organization and the broader community.
  • Understanding of grant-funded initiatives and associated reporting requirements.
  • Ability to communicate openly, listen well, learn from others, and lead through persuasion.
  • Exceptional verbal, written, and online communication skills to support work that is primarily done via email or over the phone.
  • Exceptional project management skills, including weekly gathering and reporting.
  • Success in roles requiring execution of multiple tasks while responding to multiple priorities.
  • Proficient with MS Word, Excel, PowerPoint, and social media tools. Experience with project management tools and platforms, strongly preferred.
  • Willingness and ability to participate in anticipated in-state and out-of-state travel, including overnight travel, as requested.
  • Prior relevant experience with a high level of technical expertise, as well as substantive knowledge of multiple program areas and populations served is a plus.
  • Familiarity with webinar technology, ASANA and Salesforce is a plus.
