A minimum of 10 years of experience is required for salaries above $79,000, and at least 25 years of experience to be eligible for the maximum salary. Description:

The City & County of Honolulu is currently re-structuring its housing functions in an effort to improve operating efficiency and effectiveness in the delivery of housing and address the community's need for more housing. To achieve this, the Office of Housing is hiring an individual on a temporary basis to assist with this effort. The qualified candidate will have a strong background in city & county re-organizations, HR management and strategic planning

Job Overview:
  • Under the supervision of the Executive Director of the Office of Housing (HOU), this position is responsible for assisting in planning, organizing, and implementing the reorganization efforts of the city's housing functions, roles, duties, and responsibilities. The project manager will assist the Executive Director with managing and implementing the housing reorganization process and implementation with interdepartmental teams, while also providing administrative support.

Responsibilities:
  • Provide consultation, guidance, and technical assistance to senior leaders, managers, and employees assigned to projects and tasks related to the City's housing reorganization efforts in accordance with the city's human resource procedures and policies.
  • Identify changes to and prepare revised organizational charts, including revised department/division functional statements, position descriptions, and revised position counts (FTEs).
  • Evaluate, analyze, and provide recommendations for the physical relocation, spacing, office equipment needs, and logistics associated with the consolidation of HOU and DLM.
  • Report regular status updates to the Executive Director regarding the ongoing efforts and challenges of the reorganization process ensuring adherence to timelines, budgets, and quality standards.
  • Prepare a comprehensive report on the reorganization process to be presented to the Mayor, Managing Director, Deputy Managing Director, administrative leadership team, and the City Council.
  • Produce a visual presentation (i.e. PowerPoint) for the city administration, including the City Council, should an informational briefing regarding the reorganization be scheduled.
  • Performs other related reorganizational activities and duties as assigned.

Qualifications:
  • A combination of education and experience substantially equivalent to graduation from an accredited four-year college or university with a Bachelor's degree and a minimum of 10 years of progressively responsible work for salaries above $79,000 in human resources, organizational management, and/or business administration particularly as it relates to strategic planning, resource optimization, and leadership development.
  • Effective in working with cultural diversity in multicultural environments, including interpreting and harnessing similarities and differences in belief systems and behaviors, to achieve common goals for a dynamic organization is desired.
  • Excellent communication, organizational, and interpersonal skills.
  • Management principles involved in strategic planning, resource allocation, human resource modeling, leadership technique, and coordination of people and resources.
  • Excellent time management skills with the proven ability to meet deadlines.
  • Strong leadership, critical-thinking, and problem-solving skills.
  • Proficient with Microsoft Suite or related software.
