Clearance Requirement:
  • Active TS/SCI Full Scope Polygraph required.

Location:

Experience Requirement:
  • Eight (8) years of experience as a TE in programs and contracts of similar scope, type, and complexity.
  • Bachelor's degree in Math, Science, Engineering, Statistics, Engineering Management, or related discipline from an accredited college or university.
  • Four (4) years of additional TE experience may be substituted for a bachelor's degree.

Role Overview: The Test Engineer will analyze system requirements and concept of operations documents, acquisition plans, and system descriptions to develop evaluation and test plans and procedures, conduct data collection and analysis, and report status and results. The role supports the development of Government test and evaluation documentation and works with other test organizations to support T&E program integration.

Key Responsibilities:
  • System Requirements Analysis:
  • Analyze system requirements and concept of operations documents.
  • Develop evaluation and test plans and procedures.
  • Prepare for and conduct data collection and analysis.

  • Test & Evaluation (T&E) Documentation:
  • Support the development of Government T&E documentation (e.g., Test & Evaluation Strategy, Master Plan, Event Test Plans, Test Readiness Assessments, T&E Reports).
  • Participate in T&E Working-level Integrated Product Teams (WIPT) and/or Integrated Test Teams.

  • Performance Analysis and Planning:
  • Plan and execute performance analysis.
  • Review planned acquisition approaches to support T&E schedule alignment.
  • Analyze performance risk areas and plan T&E accordingly.
  • Specify, validate, and adapt Modeling and Simulation for T&E use.
  • Apply statistical analysis to characterize performance estimates.

  • Data Collection and Management:
  • Plan and execute performance data collection.
  • Establish and employ data and configuration management capabilities.
  • Support data authentication group functions and comply with discrepancy reporting criteria.
  • Ensure test readiness, including training of test event participants, equipment readiness, and compliance with security, legal, and privacy requirements.

  • Evaluation and Testing:
  • Execute the evaluation plan on data collected by testing tasks.
  • Design data sampling schemes and calibrate instrumentation.
  • Participate in scenario selection and coordinate user participation in T&E.
  • Produce evaluation plans, analysis plans, data requirements, risk assessments, evaluation reports, status reports, and input to Government T&E products.

  • Leadership and Coordination:
  • Provide technical direction and guidance to Level 0 and Level 1 TEs.
  • Work directly with the Government sponsor to coordinate task implementation.
  • Communicate issues and solutions to the government and contract management.
  • Manage T&E resources and tasks, ensuring quality assurance of test processes and products.
  • Coordinate and integrate evaluation and testing tasks and products.
  • Drive innovation and responsiveness to program changes and evolving T&E status.

Ideal Candidate Profile:
  • Technical Proficiency:
  • Proven experience in analyzing system requirements and developing evaluation and test plans.
  • Strong knowledge of Government test and evaluation concepts and related engineering, acquisition, and operations activities.

  • Analytical Skills:
  • Expertise in performance analysis, statistical analysis, and risk assessment.
  • Ability to plan and execute data collection and management tasks.
  • Communication and Coordination:
  • Excellent communication skills for coordinating with T&E teams and Government sponsors.
  • Ability to provide detailed analysis and feedback for problem resolution.

  • Leadership:
  • Experience providing technical direction and leadership to junior engineers.
  • Ability to manage T&E resources and ensure quality assurance of test processes and products.
