Summary:
Will be responsible for management and performance of all work under the contract. The Project Manager will be the primary point of contact for the Contracting Officer and the COR. The Project Manager will ensure employees are aware of, understand and abide by DHS established rules, regulations, and safety practices.
Client is Department of Homeland Security.
Must have CURRENT DHS Suitability and ability maintain it.
Requirements:

Must have an ACTIVE Project Management Professional (PMP) certification.
Must be available to the COR via telephone between the hours of 8:30 a.m. and 5:00 p.m. EST, Monday through Friday, and must respond to a request for discussion or resolution of technical problems within 24 hours of notification.
Must be willing and able to work on-site in Arlington, VA as a part of a hybrid schedule.
Must have a bachelor's degree in business administration, Information Technology, Engineering, or a closely related field.
Must have 5+ years of project management experience.
Must have 5+ years of experience in Agile or scrum methodologies.
Must have 2+ years of experience in the development and deployment of Azure Cloud within the US federal IT environment.
In the last 2 years, must have hands-on experience with Federal Financial Management; Planning, Programming, Budgeting and Execution Lifecycle; Human Resources and Payroll Management; Acquisition/Procurement Planning; or Real Property and Asset Management.
Must have previous experience with the execution and management of information technology programs, including direct experience in leading and executing IT solutions in the Public Sector.
Must have previous experience providing project and technical leadership in a complex multi-project/task order based Agile environment.
Must have previous experience managing the project team to successful on-time and in-budget completion while ensuring quality and performance standards are met or exceeded.
Must have the ability to analyze SOWs and requirement documents to estimate level of effort, staffing needs, and assist in fleshing out detailed technical requirements.
Must be able to develop strong business relationships and effectively interact with business owners, mission partners, and the project team members in details.
Must have previous experience guiding the project team to gather operational, functional, and technical requirements throughout the System Engineering Life Cycle phases.
Must have previous experience providing senior level management and leadership with ongoing and up-to-date statuses on all assigned tasks.
Must have previous experience developing and enforcing DHS approved Enterprise Architecture methodologies, IT Governances and Standard Operating Procedures and participate in ongoing process improvement efforts.
Must have previous experience with implementation of internet applications, mobile iOS and UX/UI design concepts and backend services.
Must have the ability to manage across multiple projects and be proactive in risk management, identifying and minimizing scope creep, and perform impact analysis for new requirements, features or functions.
Must be able to operate and manage full DHS Systems Engineering Life Cycle from project discovery to post-production rollout including ongoing support & maintenance.
Must have strong oral and written communication skills.
