ECS is seeking a part-time, remote Research Associate (Senior Economist) to provide assistance to NOAA Fisheries in measuring the benefits of Inflation Reduction Act (IRA) investments. Responsibilities include: 1) utilizing off-the-shelf Management Strategy Evaluation (MSE) models with the capacity to output estimated future catches for a significant number of years and that include economic overlays, and 2) comparing Business as Usual (BAU) scenarios with "climate-ready" approaches and calculate the change in the stock's asset value. These "climate-ready" approaches would focus on areas of significant investment under the IRA. Where stock and/or market conditions are reasonably likely to be influenced by IRA investments, the Economist would estimate a range of benefits stemming from the investments.

Other methods of estimating benefits of IRA investments, such as Benefit/Cost or Cost Efficiency analyses, may be considered as appropriate, and may also be performed as a comparison to an MSE-based approach.

Tasks to be Performed:

• Coordinate MSE modeling effort. In consultation with NMFS experts, select fisheries to include in analysis, develop implementation plan and collaborate on modeling work.
• Other duties as assigned.

Deliverables:

• Implementation plan.
• Working MSE economic operating model of summer flounder.
• Beta version of MSE economic model for a second species (TBD).

Other:

• All work may be performed remotely. On-site reporting is not required. The office being supported is located in Silver Spring, MD.

Salary Range: $75hr-$90

• 14 years or more of combined relevant education and experience in fisheries economics or related fields.

  Ability to obtain and retain a Public Trust security clearance.
  

Desired Skills:

• 
  Advanced degree in economics (PhD) preferred.
  
• Familiarity with utilization of Management Strategy Evaluation (MSE) in fisheries.
