ABOUT THE POSITION
The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The County of Riverside's Department of Building and Safety has two opportunities for a Plans Examiner I/II/III/IV positions that will be assigned to the Plan Check Division located in Riverside.
The Plans Examiner I/II/III/IV will be responsible for reviewing construction plans presented by contractors, engineers, architects, and property owners to ensure compliance of building codes and local ordinances pertaining to plumbing, electrical, mechanical, and structural work to be performed. The incumbent will assist field inspectors regarding discrepancies between approved plans and work performed on the jobsite and will explain technical problems in everyday terms; read and interpret engineering, architectural, and construction drawings and diagrams. Additionally, the Plans examiner will prepare clear and concise written plans review comments to specify information, requirements, and calculations that are necessary to prepare an approval plan and review commercial, industrial and residential plans for compliance with accepted regulations, standards, and procedures.
The Department desires candidates that can work with the public and provide over the counter plan check services; have experience using an engineering software. The most competitive candidates will be seasoned engineers with broad structural engineering experience and exposure providing corrections and recommendations to the public, developers, and contractors. Candidates in possession of an International Code Council (ICC) Plans Examiner Certification are highly desired.
The level at which the position will be filled is at the Department's discretion and contingent on the candidate's experience and qualifications.
The Plans Examiner I/II/III classification(s) is a natural progression series. Incumbents are eligible to promote to next level in the series without a competitive recruitment upon successful completion of their probationary period, a satisfactory performance evaluation, acquisition of the knowledge, skills, and abilities necessary to progress, and meeting any additional qualification requirements. This non-competitive growth promotion occurs at the department's initiation.

EXAMPLES OF ESSENTIAL DUTIES
PLANS EXAMINER I
• Assists in the review of proposed buildings and structures to be built, altered, moved, rehabilitated, or abated for compliance with building, plumbing, mechanical, electrical, accessibility, mobile homes, environmental codes, regulations, and ordinances.
• Conduct initial and follow-up reviews for environmental enforcement, including, but not limited to, water quality, air quality, habitat conservation, and/or building code violations.
• Provides technical assistance to and review of field situations with building inspectors.
• Assists in examining plans and specifications of residential structures to ensure compliance with codes, regulations and ordinances.
• Assists in determining the classification and occupancy groups of structures; assists in determining the type of construction allowable floor, area and height.
• Assists in clarifying and interpreting codes and regulations to developers, contractors, the general
public, and to building department staff.
• Keeps logs and records of plans examined.
• May prepare reports and correspondence; attends continuing education classes as required.
• Assists at the public counter, accepts building plan applications for review, issues building permits, inputs and retrieves data from the permit tracking software program.
PLANS EXAMINER II • Performs the review of proposed buildings and structures to be built, altered, moved, rehabilitated, or abated for compliance with building, plumbing, mechanical, electrical, grading, accessibility, mobile homes, environmental codes, regulations, and ordinances.
• Conduct initial and follow-up reviews for environmental enforcement, including, but not limited to, water quality, air quality, habitat conservation, grading plans and/or code violations.
• Provides technical assistance to and review of difficult field situations with building inspectors.
• Examines plans and specifications of residential commercial and industrial structures to ensure compliance with codes, regulations and ordinances.
• Determines the classification and occupancy groups of structures; determines the type of construction allowable for floor, area and height.
• Clarifies and interprets codes and regulations to developers, contractors, the general public, and to building department staff.
• Prepares reports and correspondence; assists in training new employees; attends continuing education classes as required.

PLANS EXAMINER III • Performs the review of proposed buildings and structures to be built, altered, moved, rehabilitated, or abated for compliance with building, plumbing, mechanical, electrical, grading, accessibility, mobile homes, environmental codes, regulations, and ordinances.

• Examines plans and specifications of residential commercial and industrial structures to ensure compliance with codes, regulations and ordinances.
• Determines the classification and occupancy groups of structures; determines the type of construction allowable floor, area and height.
• Clarifies and interprets codes and regulations to developers, contractors, the general public, and to building department staff.

MINIMUM QUALIFICATIONS
PLANS EXAMINER I ($33.36-$49.66/hourly)
OPTION I
Certificate: Possession of a State of California Plans Examiner Certificate; certification in plan check, plan check examiner or a related specialization from a recognized state, national or international code development association is required.
OPTION II
Experience: Four years of building inspection, grading inspection, plans examining, civil engineering, or architecture or environmental enforcement experience and/or related college level education which would have provided the required knowledge and abilities. (Journey level experience in trades or professions directly associated with structural aspects of building construction may be substituted for up to two years of the required education/experience on the basis of one year of trades experience equaling six months of qualifying education/experience.
Education: Course work directly related to the knowledge's and abilities listed above may be substituted for up to two years of experience on the basis of 45 quarter units/30 semester units equal to one year.
Both Options Knowledge of: Plan check procedures and methods; principles and techniques of building construction and maintenance; the principles of environmental enforcement inspection procedures and methods; state and local codes, regulations and ordinances applicable to building and construction trades; permit tracking, labor entry and word processing software programs.
Both Options Ability to: Perform generalized building, environmental plan review; accurately check building plans and specifications; analyze, interpret, and accurately review water quality permits and best management practices; maintain cooperative working relations with others; prepare clear, concise, and complete reports, written correspondence and documentation; deal tactfully and effectively with developers, contractors and the general public; make accurate data entries and use automated plan checks and time labor information using a personal computer.
PLANS EXAMINER II ($31.40-$47.52/hourly)
OPTION IEducation: Graduation from an accredited college or university with a Bachelor's degree in an engineering field. Possession of a valid certificate as an Engineer-in-Training (EIT) issued by the California State Board of Registration for Professional Engineers may substitute for the required education.
OPTION II
Certification in plans examining or a related specialization from a recognized state, national or international code development association.
Experience: One year of building plan check, civil engineering, architecture or environmental enforcement experience equivalent to Plans Examiner I.
Both Options Knowledge of: plan check procedures and methods; principles and techniques of building construction and maintenance; the principles of environmental enforcement, inspection, procedures, and methods; state and local codes, regulations and ordinances applicable to building and construction trades; permit tracking, labor entry and word processing software programs.
Both Options Ability to: Perform specialized building, grading, environmental plan review; accurately check building plans and specifications; analyze, interpret, and accurately review water quality permits and best management practices; maintain cooperative working relations with others; prepare clear, concise, and complete reports, written correspondence and documentation; deal tactfully and effectively with developers, contractors and the general public; make accurate data entries and use automated plan checks and time and labor information using a personal computer.
PLANS EXAMINER III ($35.70 - $53.15/hourly)
Education : Graduation from an accredited college or university with a Bachelor's degree in an engineering field.
Certificate : Possession of a valid certificate as an Engineer-in-Training (EIT) issued by the California State Board of Registration for Professional Engineers and Certification in plans examining or a related specialization from a recognized state, national or international code development association.
Experience : One year of building plan check, civil engineering or architecture experience equivalent to Plans Examiner II.
Knowledge of : plan check procedures and methods; principles and techniques of building construction and maintenance; the principles of environmental enforcement inspection procedures and methods; state and local codes, regulations and ordinances applicable to building and construction trades; permit tracking, labor entry and word processing software programs.
Ability to : Perform complex building review; accurately check building plans and specifications; maintain cooperative working relations with others; prepare clear, concise, and complete reports, written correspondence and documentation; deal tactfully and effectively with developers, contractors and the general public; make accurate data entries and use automated plan checks and time labor information using a personal computer.
PLANS EXAMINER IV ($37.00-$56.06/hourly)
Education: Graduation from an accredited college or university with a Bachelor's degree in an engineering field.
Certificate: Possession of a valid certificate of registration as a Structural or Civil Engineer issued by the California State Board of Registration for Professional Engineers required.
Experience: One year of building plan check, civil engineering, architecture or environmental enforcement experience equivalent to Plans Examiner III.
Knowledge of: Plan check procedures and methods; principles and techniques of building construction and maintenance; the principles of environmental enforcement procedures and methods; state and local codes, regulations and ordinances applicable to building and construction trades; permit tracking, spreadsheet and word processing software programs; fundamentals of Building, plumbing, mechanical, electrical, structural or civil engineering; mathematics and physics as applied to engineering; construction survey, stress analysis, hydraulic design, topographic mapping, analytical mechanics, and strength, properties, and uses of construction materials; accepted practices of building codes, grading and structural plan review and approval; general methods and procedures of describing real property.
Ability to: Perform complex, difficult and specialized building, grading and environmental reviews; accurately check building plans and specifications; analyze, interpret, and accurately review water quality permits and best management practices; maintain cooperative working relations with others; prepare clear, concise, and complete reports, written correspondence and documentation; deal tactfully and effectively with developers, contractors and the general public; make accurate data entries and use automated plan checks and time labor information using a personal computer; directly work with subordinate engineering personnel; make difficult mathematical computations and keep neat and accurate office notes; review and approve grading and structural plans; prepare technical reports; maintain cooperative working relationships with others.
ALL OPTIONS Physical Requirements:The Plans Examiner I/II/III/IV will be required to lift plan documents weighing up to 5 pounds and will occasionally be required to lift up to 50 pounds, with assistance.
License: Possession of a valid California Class C Driver's License at time of employment.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent. -
Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent. -
Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):

10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
