The Staff Analyst (SA) will support the LEAD Program at the Office of Diversion and Reentry (ODR). LEAD (Law Enforcement Assisted Diversion/ Let Everyone Advance with Dignity) is a national, evidence-based program that is centered at the intersection of public health, public safety and racial justice. LEAD builds a non-punitive, community-based system of response and care to better address the root causes that contribute to frequent contact with law enforcement. LEAD reduces racial disparities in arrests, filing and sentencing by referring participants to voluntary, long-term harm reduction case management.
ESSENTIAL FUNCTIONS of the Staff Analyst (LEAD) include, but are not limited to:
Act as a liaison between partners and simultaneously providing big picture planning and day-to-day operations.
Guide the vision and strategy of LEAD, convenes stakeholders and ensure alignment of activities, builds public support for the initiative, and supports with advancing policies aligned with LEAD.
Serve as the backbone of a LEAD site activities, encouraging systems change by facilitating regular convenings, establishing accountability mechanisms, providing ongoing communications, and engaging key stakeholders.
Provide high quality, comprehensive program management for LEAD sites in LA County.
Provide training and technical assistance and ongoing support for partners implementing LEAD, assisting with real-time problem solving and ensuring fidelity to LEAD model. This is to be achieved through a variety of methods including, online meetings/webinars, in person trainings and technical assistance provided in the field.
Cultivate and maintain effective working relationships with County, municipal, community and business partners.
Coordinates and collaborates with all project partners (e.g., Office of Diversion and Re-Entry, law enforcement, prosecution, contracted agencies, stakeholder groups) to ensure all elements of the projects operate in the most efficient and effective manner.
Convene and facilitate LEAD work groups composed of line-level representatives from groups/agencies in contact with LEAD participants.
Manage ODR contracts with Intensive Case Management Providers, including facilitation of regular calls, managing budget, processing invoices and conducting contract monitoring.
Manage LEAD grants and funding streams, including preparation and submission of grants/proposals for funding, timelines, goals, budgets and reporting.
Compile metrics and data and ensure that the program is meeting milestones.
Compile research, develop presentations and write reports for County, funders and other stakeholders regarding LEAD.
Develops Requests for Proposals, receives and evaluates bids, selects vendors, and coordinates County contracting for LEAD programs, as appropriate.
Manages multiple databases within ODR that captures demographic, justice, health, and housing data.
Oversees, reviews, and creates reports to ensure accuracy and the integrity of participants information.
Operationalize, implement data and Excel procedures on requested datasets from ODR databases (including Diversion Database and Comprehensive Health Accompaniment Management Platform (CHAMP)). Lead on data cleaning, validating, calculating, and reporting on ODR data.
Collect and calculate data from ODR datasets to create specialized spreadsheets for ODR and project partners. Regularly provide datasets to County partners including the CEO, DHS, law enforcement, Justice, Care and Opportunities Department (JCOD) and other stakeholders.
Cross reference client level data for billing purposes. Provide technical assistance and orientation to staff on data quality and assurance. Complete any ad hoc data requests assigned.
JOB QUALIFICATIONS
Education/Experience
A bachelor’s degree or higher from an accredited college or university, preferably in Social Work, Public Health, Public Policy, or related field
AND
Four (4) years in a highly responsible program management or program operations administrative experience for high-risk populations (e.g., people who use drugs, people experiencing homeless, people who have been justice-involved)
Master’s degree strongly preferred but not required.
Certificates/Licenses/Clearances
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Successfully clear the LA County Live Scan and/or health clearance process.
Other Skills, Knowledge, and Abilities
Ability to convene and coordinate diverse stakeholder groups for purpose of collective action.
Strong synthesis, analysis and writing skills with ability to develop products, protocols, and reports.
Proficient skill set in using an array of Microsoft Office Suite software programs such as Word, Excel, PowerPoint, Access, Adobe Reader, One Note, Outlook, Publisher, Teams, Outlook, etc.
Able to multi-task and set workload priorities for time sensitive projects/tasks.
Ability to problem solve and make recommendations to processes, policies, etc.
Able to communicate with all levels of personnel, e.g., written, verbal, in a professional and concise/clear manner; ability to work within a project team and/or independently.
Able to work in a very diverse environment and with diverse individuals.
Ability to be flexible in meeting changing work tasks and timelines; must be dependable and reliable.
