Position Summary

The Administrative Management Support Analyst will primarily support the USAID, Bureau for Global Health (GH), Office of Professional Development and Management Support (PDMS) as a Credence Institutional Support Contractor (ISC).

 

This position is located in the Office of Professional Development and Management Support (PDMS) of the Bureau for Global Health (GH). The Office is responsible for two functional areas: Analytics and Planning and Management Services. The Analytics and Planning Team manages activities that include training and professional development and organizational development for Washington and overseas Agency staff. The Management Services Team provides recruitment and placement advisory services;  leads the development of workforce analyses, position descriptions and Statements of Work (SOW); coordinates the annual performance evaluation processes and awards programs for the Bureau; processes recruitment requests and selection approvals through SDAA/GH; and is the GH Bureau interface with the Human Capital Talent Management (HCTM) and Office of Acquisition and Assistance (M/OAA), and directly with Institutional Contractors and Fellows of GH/PDMS, to provide for both Direct and Non-Direct Hire staff for the GH Bureau, other Washington Bureaus and Offices, and overseas missions. 

 

In addition, GH/PDMS plays a leadership role in the USAID Foreign Service Recruitment and Assignment processes for the Agency and provides career counseling to Backstop 50 Health Officers and/or Backstop 12 General Development Officers with health backgrounds and/or portfolios. PDMS manages the GH Bureau Operating Expense budget, in collaboration with GH/PPP/Controller, and associated procurement activities; provides all logistic and systems support to GH Bureau staff, both Direct and Non-Direct Hires, including: space planning and assignments; network, remote and telephone access; equipment and supplies; interface with the Office of Security (SEC) for security clearances and badges; and maintenance of Vital Records, Emergency Contact Information, Continuity of Operations Planning (COOP) and Emergency Procedures.

 

The Administrative Management Support Analyst functions independently, with minimal technical direction, working directly with all GH staff; other USAID Bureau and Independent Office staff; contractors, vendors, and suppliers; and USAID Missions, if necessary.

Salary Range

Full salary range for this position is $78,780 to $124,540 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability

Responsibilities include, but are not limited to the duties listed below

  • Manage and maintain operational databases (e.g., workforce and space management); analyze data and produce reports for senior management.
  • Collect and present on cross-cutting administrative management information, such as current staffing, planned recruitment, space, and equipment needs implications, and make strategic recommendations for increasing the efficiency of day-to-day operations.
  • Development and Production of periodic and customized Workforce data reports, in a variety of formats.
  • Routine periodic research and data collection, directly from the GH organizational components, concerning staffing requirements.
  • Development, production, and presentation of periodic Space Planning (Needs Assessments) reports to GH Senior Management and Agency Space Management officials.
  • Coordination of the request process for computer workstations, network connections, telephony, remote access, laptops, and other services (using the Agency's REMEDY system).
  • Coordination of the assignment of space to individuals, on a long- and short-term basis, taking into account vacant space resulting from travel and other temporary assignments, as well as location and equipment needs and availability.
  • Coordination with, and assistance to, the GH/PDMS individuals responsible for AID 500-1 (REQUEST FOR FEDERAL IDENTIFICATION CARD/FACILITY ACCESS CARD) preparation and sponsorship; a form requiring information available from the incumbent.
  • Collect, analyze, and present on the operational cost factors associated with the workforce, including IT seat charges, space charges, supplies, equipment, and travel, for use in budget planning and financial resource management.
  • Support the implementation of new processes and procedures.
  • Maintain policy and procedure documents.
  • Other duties as assigned.

Education, Requirements and Qualifications

  • Master’s degree and 4 years of relevant experience, Bachelor’s degree and 6 years of relevant experience, Associate’s degree and 8 years of relevant experience, or High School diploma and 10 years of relevant experience.
  • US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.
  • Strong attention to detail and excellent organizational and prioritization skills.
  • Excellent analytic skills and reasoning ability.
  • Demonstrated ability to deliver high quality, accurate work within targeted deadlines.
  • Strong ability to multitask, maintain an efficient and effective orientation through task completion and meeting deadlines.

  • Excellent organizational skills with ability to manage several tasks simultaneously, as well as work within tight schedule constraints.
  • Strong writing, communication, and presentation skills with ability to effectively present information and respond to questions from team members, managers, clients, and others.
  • Proficiency in the use of Google Sharing/Docs interface and Microsoft Office, with an emphasis on Excel spreadsheet skills, PowerPoint, internet, and email applications.
