Job Description:


Contra Costa County’s Health, Housing and Homeless Services’ (H3) mission is to ensure an integrated system of care, from prevention through intervention, for homeless individuals and families within our community. In line with our mission, Contra Costa County’s coordinated entry system serves to streamline access to housing and services while addressing barriers that prevent people from getting and staying housed.


 


The Continuum of Care Intern will be a key member of the Contra Costa CoC team and is responsible for the development and implementation of projects related to engagement with people with lived experience of homelessness and system improvement. The CoC Intern will lead systems change by establishing and maintaining effective working relationships with partner agencies and community stakeholders to realize positive outcomes that lead to increased racial equity and community education to support better placement and access to housing resources.


Salary: $21.00 Hourly


Funding for this position is secured from September 18, 2024, through April 2025.

ESSENTIAL FUNCTIONS


Program Management and Oversight



  • Develops and reviews policies and procedures in Contra Costa County related to engagement with people with lived experience of homelessness and ensure consistency with CoC written standards, US Department of Housing and Urban Development (HUD) guidance, and Homeless Management Information System (HMIS) data standards.

  • In partnership with stakeholders, identify performance goals for the CoC and work with staff and contract providers to ensure that all internal and external performance goals are being met.

  • Identify continuum wide training needs and support proper training provided by H3.


 


CES Service Coordination and Community Outreach



  • Convene and facilitate stakeholder meetings, primarily with people with lived experience of homelessness, to solicit input, design engagement strategy, and

  • Educate, network, and represent CoC engagement activities to local agencies and stakeholders.

  • In collaboration with the Community Engagement Specialist, respond to community requests for information and facilitate trainings/ presentations as needed.

  • Participates as a member of various committees and/or community groups that serve people experiencing homelessness.


 


Monitoring, Evaluation, and Reports



  • Create CoC engagement benchmarks and measure progress towards achieving outcomes.

  • Develop and manage internal tracking process for all activities related to CoC engagement.

  • Create and publish to appropriate stakeholder groups progress reports and program-level reports


 


JOB QUALIFICATIONS



  • Ability to gather and analyze data, prepare accurate, concise reports and recommendations for the resolution of systems issues.

  • Exercise good judgment and discretion in handling confidential matters.

  • Collaborate tactfully, diplomatically and objectively with people experiencing homelessness, providers, government and elected officials, and the general public.

  • Good communication skills both verbal and written.

  • Public speaking and facilitation skills.

  • Ability to work with diverse populations.

  • Ability to be supportive and provide guidance in a non-judgmental, trauma informed manner.

  • Commitment to racial equity and justice for marginalized communities

  • A valid California driver’s license, proof of vehicle insurance, clean DMV record, and reliable transportation will be needed to carry out job-related essential functions as travel between various locations is a requirement.


 


Education/Experience




  • Education: Possession of a Bachelor’s degree from an accredited college or university with a major in Social Work, Public Health, Public Administration, Counseling, or a closely related field. Currently enrolled in a graduate level program at an accredited university


  • Experience: Minimum of two years of full-time work or volunteer experience providing direct client services or system coordination within a primary/behavioral health, housing, and/or homeless service delivery agency.


 


Desired Qualifications:



  • Experience working in Contra Costa County and knowledge of social service providers.

  • 2 years of experience working specifically with individuals in programs that address the basic mental health, physical health, educational, cultural and developmental needs of the homeless in a diverse and multi-cultural environment.
