Job Description:

Staff hired contribute to infectious disease work across the Center for Infectious Diseases (CID) in CDPH and the California Emerging Infections Program (CEIP). This specific position will join staff in the Informatics Branch of the Division of Communicable Disease Control, charged with developing, maintaining, and sustaining surveillance processes related to CEIP pathogens, including COVID-19, and other infectious disease conditions. 


The Informatics Branch (IB) is comprised of a unique group of informatics specialists, epidemiologists, and data scientists all looking to make a positive impact at CDPH and deliver public health value. Our group strives to utilize existing and new technology and tools to increase innovation and enhance public health efforts. We look to provide constant improvements of public health data workflows and love to turn our knowledge into wisdom for another team's easement. As a branch in the Division of Communicable Disease Control, IB endeavors to expand their role in transforming data into usable and analyzable data and making it available through the Integrated Infectious Disease Data Warehouse (I2D2). IB also supports data technology and tools for data processing, analytics, and reporting endpoints (dashboards, application programming interfaces (API), etc.) to accelerate data into public health action for local health departments (LHD), CDPH, CEIP, agency, and academic partners.


This position involves the development and implementation of the organization's information technology systems and tools that are applied to public health informatics. Works closely with epidemiologists and medical officers across all state and local health departments and CEIP to optimize effective use of systems. Coordinates analytical support for health management, including reporting, health economics, and business analytics / performance metrics. Defines systems and applications to support various functions. May provide customer service, troubleshooting and maintenance.


The California Department of Public Health Center for Infectious Diseases Informatics Branch is recruiting Informatics Supervisor II to join an exciting team developing innovative solutions to strengthen CDPH’s and CEIP’s public health data ecosystem. The incumbent will join as the lead of the Systems, Integration and Pipelines Unit, building, standardizing, and improving processing for the purpose of enhanced scaling and interoperability. The incumbent will lead a team developing data pipelines to include new disease conditions, improving interoperability between existing systems, building out automated quality assurance and testing systems to ensure the accuracy and reliability of pipeline products.

Responsibilities will include:



  • Supervision of informaticists and analysts.

  • Contributing to the development, implementation, and maintenance of enhanced infectious disease conditions surveillance projects.

  • Improving interoperability of CDPH data systems and integrating these solutions with local health jurisdictions (LHJs) and other relevant public health partners to improve surveillance of infectious disease conditions and achieve organizational goals.

  • Leading project teams in developing innovative informatics and public health data collection, management, and analysis systems, and identifying and implementing strategies for improving existing public health surveillance data systems and infrastructure. 

  • Supporting and leading development of informatics and data exchange processes for clinical and public health CID activities. 

  • Overseeing the units work to expand the Integrated Infection Disease Data warehouse (I2D2) to include all infectious disease data, implement mechanisms for data security and governance, and make data available to stakeholders including CDPH programs and local health jurisdictions.

  • Participating in complex data analysis, database design, and data quality assurance and quality improvement projects. 

  • Supporting administrative functions for informatics projects


Supervises informaticists and data analysts. This position requires strong programming (R, SQL, and/or Python) and/or informatics knowledge to support data analysis, database design, and data quality assurance and quality improvement projects. The position will interact and collaborate with several multidisciplinary CDPH teams, CEIP data modernization staff, as well as other internal and external partners as they contribute to the ongoing infectious disease surveillance needs.


Key Responsibilities 


Supervises daily operations and activities of clinical informatics team. Evaluates quality and productivity of work with regard to optimal user experience and functionality of systems.



  • Works with HR to recruit, interview, and hire the team. 

  • Responsible for performance evaluations.

  • Works with UCSF HR on any disciplinary actions.

  • Selects, develops and evaluates staff or provides input to management, to ensure the efficient operation of clinical informatics. Recommends salary actions, terminations, performance ratings and other personnel matters.


Oversees implementation of clinical informatics methods, systems, and modifications, with responsibility for meeting project goals, objectives, and timelines within budgets.



  • Contributing to the development, implementation, and maintenance of enhanced infectious disease conditions surveillance projects.

  • Supporting and leading development of informatics and data exchange processes for clinical and public health CID activities. 

  • Oversees implementation and optimization strategies to efficiently use compute resources and handle outages, resource failures, and unexpected changes in needs.


Monitors and documents clinical informatics program development. Prepares and presents project proposals and relevant reports to management and user departments.



  • Providing clinical and public health informatics leadership and subject matter expertise to CID and CDPH

  • Documenting, maintaining, and approving, process/product SOPs and Informatics best practices for coding.


Oversees staff in collaborations with business, technical, and clinical personnel to plan, develop, deploy, and analyze system use and to design integrated architecture to ensure an optimal and efficient user experience.



  • Leading project teams in developing innovative informatics and public health data collection, management, and analysis systems, and identifying and implementing strategies for improving existing public health surveillance data systems and infrastructure. 

  • Participating in complex data analysis, database design, and data quality assurance and quality improvement projects.


Other duties such as completing all Department, Center, and Division mandatory trainings, following and maintaining data security and confidentiality requirements and laws. Etc.

Required Knowledge Skills and Abilities



  • Demonstrated ability to effectively supervise, coordinate, and prioritize the activities of subordinate staff, and to manage the complex workflow and multiple priorities involved with clinical informatics.

  • Strong skills associated with statistical analysis, database management and systems programming, including SQL, R, and/or Python.

  • Strong knowledge of clinical informatics analytics, controlled terminology, clinical workflows, user interface optimization, clinical decision support, data integration and mining, clinical ontologies and adoption of technology.

  • Strong analytical and critical thinking skills, with the ability to quickly analyze problems, determine appropriate level of intervention, and develop and apply effective solutions, collect and analyze system performance data, and produce substantive reports and analyses.

  • Demonstrated ability to work effectively with senior management on operational and policy issues, with the skills to gather data, and prepare and present proposals and reports on department functions and performance.

  • Strong problem-resolution skills, with the ability to quickly diagnose problems, and develop, test, and implement appropriate and effective solutions in a timely manner

  • Strong knowledge of human resources management policies, with the ability to monitor, evaluate, and document personnel matters and performance and contribute to decision making on personnel actions.

  • Strong written and verbal communications skills, with the ability to convey complex technical information in a clear, concise, and specific manner to subordinate staff, management, and all clinical informatics users.

  • Strong interpersonal skills, with the ability to collaborate productively, work in a team environment, and to train and support clinical informatics users at all professional and technical levels throughout the medical center

  • Detail oriented, with proven ability to effectively manage time, see projects through to completion, organize competing priorities, and effectively address complex, urgent issues as they arise

  • Demonstrated proficiency relating to logical data design, data warehouse design, data integration, and data modeling.

  • 3 years of experience in computer or data pipeline programming and database management, OR 3 years working in public health

  • Minimum 5+ years of directly related experience 

  • Minimum 3+ years lead, supervisory and/or manager experience


Education, Licenses and Certifications:



  • Master’s Degree in Public Health, health care information technology, computer science, or related area, and / or equivalent combination of experience / training PLUS either 5 years’ of experience in computer or data pipeline programming and database management, OR 5 years working in public health.
