HORNE's Government Services focus area is searching for a qualified Senior Environmental Scientist to assist with the implementation of environmental projects associated with federal grants and programs related to disaster recovery, specifically for Environmental Review Records and evaluations for funding from the Community Block Grant Program (CBDG) of the United States Department of Housing and Urban Development (HUD. The position is for an energetic person who will be working on multiple projects simultaneously.


 


Essential functions



  • Work in a team setting that implements strategies, processes, and solutions.



  • Support in preparing, reviewing, and managing environmental studies and documentation under the National Environmental Policy Act (NEPA) and HUD environmental procedures for the CDBG Disaster Recovery projects (DR & MI).

  • Research and identify possible environmental concerns and recommend mitigation measures.

  • Prepare and review technical correspondence, reports, work plans, and project specifications.

  • Communicate effectively and work with regulators and other stakeholders with or on behalf of the client to further project delivery and success.

  •  Responsible for working within the provisions, regulations, and guidelines for best quality assurance.

  • May supervise a group of other professionals and technical staff.

  • Must be able to lift up to 15 pounds at times.

Required education and experience



  • A bachelor’s degree in one of the environmental sciences (Biology, Geology, Environmental, Earth Sciences, Coastal, Wetlands Biologist), environmental engineering, or Juris Doctor.

  • 5+ years’ relevant work experience (master’s degree counts as one year of experience).

  • Master’s Degree preferred.

  • Experience preparing or reviewing NEPA documentation, including Environmental Impact Statements, Environmental Assessments, and Categorical Exclusions.

  • Experience drafting policies and procedures, public notices, memorandums of understanding/agreement, and other environmental documentation.

  • Ability to understand and implement policies and procedures, memorandums of understanding, programmatic agreements, and other environmental guidance documents.

  • Fundamental understanding of procedural requirements, including consultation, permitting, public engagement, and compliance monitoring.

  • Working knowledge of CDBG or similar federally funded program(s).

  • Experience coordinating with regulatory agencies, stakeholders and subrecipients.

  • Experience in disaster recovery or emergency management setting is preferred.

  • Proficiency in MS Office, Adobe Pro, virtual meeting services and similar software programs.

  • Experience in Geographic Information System (GIS) and data management/system of record

  • Ability to analyze environmental documents, recommend courses of action to solve problems, meet client needs, expectations, and shifting priorities/timelines.

  • Ability to perform duties accurately and independently and to prioritize tasks and meet deadlines.



  • Self-motivated, detail-oriented, and capable of managing multiple projects simultaneously.



  • Effective written and oral communication skills.



  • Fluency in both Spanish and English
