Position: Senior Requirements Analyst

Location: Falls Church, VA

Knowesis is seeking a Senior Requirements Analyst in support of the Defense Health Agency's J-5, Capability and Architecture Management Division. The Senior Requirements Analyst will be a member of a team consisting of three Requirements Analysts in providing Portfolio Management Support for a wide range of existing and developing Operational Medicine Information Technologies (OPMED IT). In coordination with the Office of the Joint Staff Surgeon (OJSS), the Senior Requirements Analyst assists with synchronizing requirements and capabilities across the Agency to deliver joint integrated solutions in a supporting to supported relationship with the Combatant Commands (CCMDs) and the Services for the 21st Century Battlespace.

To be eligible for this position, candidates must have a SECRET clearance and possess U.S. Citizenship without the need for sponsorship, both now and in the future. Applicants without proof of U.S. Citizenship will not be considered due to the position’s security clearance requirements.

The Job Duties and Responsibilities include but are not limited to the following:


  • Review and Assess Service and DHA Capabilities, Perform and Document Capability Based Analysis

  • Assist the government in conducting studies and analysis to determine DHA ability to execute DHA Strategy and Mission as defined in Integrated Product Lists (IPL), Defense Health Agency (DHA) Charter, Military Health System (MHS) Strategy, and Joint Concepts for Health Services (JCHS) CONOPS

  • Conduct Capability Portfolio Management in the MHS Portfolio Management Tool (“ProSight”), ensuring High-Level Requirements are linked from the MHS Requirements Repository (Serena)

  • Assist the government in the maintenance and management of Portfolio Capability Descriptions in the MHS Portfolio Management Tool (“ProSight”) and ensure the high-level requirements from Services, Combatant Commands (CCMDs), and DHA are linked in the MHS Requirements Repository (Serena)

  • Routinely review the Descriptions and Links for currency and ensure the information is accurate in preparation for annual Program Objective Memorandum (POM) reviews and transition strategies

  • Assist the government to coordinate with the Capability Owners in review of the descriptions

  • Assist the government with preparation of a Project Plan and Reports, in a Government approved tool

  • Prepare Decision Support Material and Briefings

  • Support the Director DHA, DASD (HRP&O) and subordinate directorates identified by the contracting officer to develop briefings (informational and decisions), white papers, 5x8s, informational and decision papers and executive briefings that clearly describe the requirements in an appropriate level of detail for Information Management (IM)/Information Technology (IT) Governance to understand the capability supported by the IM/IT solution, the alternatives and their business impacts and benefits, and the implications to the users

  • Develop and Manage MHS IM/IT Functional User Requirements Documentation Packages

  • Support the Government in assisting with development of the functional requirements package to include: business concept of operations (CONOPS), use cases, identification of authoritative databases, and data elements

  • Support Development and Documentation of Requirements

  • Support to the government in the development of accurate and complete requirements sets, following the Government lead approved project management approach, plan and timeline

  • In coordination with the Government Lead, provide support in the facilitation, research, analysis and documentation necessary to deliver the requirements set

  • Support briefing development related to any issues for IM/IT Governance Decisions

  • Support to the Government in the preparation of briefings and White papers documenting issues for IM/IT Governance Decisions related to the various implementations of the approved requirements set

  • As necessary, assist the government in performing analysis on alternative way to solve the issues

  • Provide analysis, clarifying and planning for strategic business opportunities and enabling IM/IT solutions

  • Support MHS IM/IT Governance processes, including the various Boards that meet to discuss issues, make recommendations and make decisions.

     

    • These Boards include: Theater Functional Working Group (TFWG), Clinical Portfolio Management Board (CPMB), Business Portfolio Management Board (BPMB), and other sub working groups/Tiger teams.



  • In coordination with the Government Lead, support the Government with all requirement reviews to include: System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), Requirements Analysis and Validation (RAV), Test Readiness Review (TRR), In-Progress Review (IPR), System Integrated Testing (SIT), and other associated reviews to assure user requirements are incorporated into system specifications as intended.

Required Qualifications:


  • Minimum of 5-7 years of relevant experience in requirements development and management is required. Thorough understanding of PPBE / JCIDS / DBS and governance processes

  • 4+ years of related work experience

  • 5+ years of experience in Joint or Service requirements development

  • 5+ years of experience using JCIDS

  • Knowledge of Joint Operations and Planning.

Preferred Qualifications:


  • Knowledge of the Military Health System

Preferred Certifications:


  • Defense Acquisition University certificates in Requirements and Acquisition Management

Education:


  • Bachelor’s degree is required.
