The County of Riverside's Human Resources department has an opportunity for a Human Resources Clerk - CN in the Employee Services division located in downtown Riverside.

The incumbent Human Resources Clerk - CN will be responsible for performing Live Scans for new hires, verifying I-9 documents, administering the County of Riverside Oath, scheduling Live Scans for new employees as well as contract and credentialing candidates, and performing Live Scan fingerprint rolling. Other duties include managing the front desk, providing excellent customer service, printing badges, creating Temporary Assistance Program panels in PeopleSoft HCM, and contacting new employees to welcome them aboard.

Competitive candidates will possess NeoGov Onboarding and/or Recruitment experience, proficiency in all Microsoft applications, and experience in PeopleSoft HCM 9.2. The department desires candidates who enjoy providing excellent customer service and who possess strong business writing skills.

Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as "any employee who may be privy to the decision-making process of County management affecting employee relations" and are only authorized for use within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources.

EXAMPLES OF ESSENTIAL DUTIES

• Prepare personnel transaction forms for a variety of classifications and personnel actions in accordance with applicable Salary Ordinance provision, Board resolutions or minute orders, and other County regulations, policies or procedures.

• Set up and maintain employee personnel files, departmental position control files and other personnel records; compile data and prepare routine statistical and narrative reports relating to the departmental work force profile for affirmative action reporting, employee turnover trends, staff utilization patterns, and other personnel-related matters and processes.

• Audit attendance reports for completeness and conformity to County Salary Ordinance requirements and departmental policies and maintain files of the same; supervise and/or participate in the preparation of the bi-weekly payroll reports for the Auditor-Controller's Office; collect information and write memos to Payroll for complex or non-routine payroll corrections.

• Facilitate the arranging of hiring interviews; monitor the receipt of hiring interview results from appointing authorities and audit the interview logs for completeness and conformance to County and departmental procedures; maintain departmental promotion and transfer eligibility lists and refer individuals to departmental appointing authorities as requested.

• Inform new employees of County and departmental policies and procedures regarding personnel and payroll reporting requirements; explain and answer questions regarding available employment and benefits; assist employees in completing various enrollment forms; instruct departmental personnel in proper procedures for completing time sheets, retirement forms, work injury reports, leave of absence requests, and other personnel related documents.

• Compose and type general correspondence and other materials; may develop new departmental personnel forms and procedures to improve efficiency and/or comply with new personnel policies and regulations; may act as a lead worker over clerical staff performing personnel functions; train new employees.

MINIMUM QUALIFICATIONS
OPTION IExperience: Three years of clerical experience.

OPTION IIExperience: Three years of clerical experience. (Completion of 18 semester or 27 quarter units from an accredited college or university in secretarial sciences, office practices, business education, or a closely related field may substitute for one year of the general clerical experience.)

OPTION IIIExperience: Three years of clerical experience. (Completion of 360 hours of training from a recognized occupational training program in secretarial sciences, business education or a closely related field may substitute for one year of the general clerical experience.)

ALL OPTIONSKnowledge of: Personnel and payroll recordkeeping practices; various types of personnel transactions; modern office practices and procedures, including preparing correspondence and reports, filing and operating standard office equipment.

Ability to: Interpret and explain rules and procedures; effectively deal with employees, management, HR staff, and the public; revise and maintain various personnel recordkeeping systems; perform mathematical computations; compile and organize data into reports; perform clerical work requiring independent judgment and accuracy.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0 through 3 year = 80 Hours (10 Days)
    4 to through 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 days can be taken from use of accrued Sick leave balance).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit may be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
