ABOUT THE POSITION

The County of Riverside's Registrar of Voters is recruiting for an Elections Coordinator's Assistant to support the Elections Officers and Polls in Riverside. At this time, the position has the opportunity for a hybrid telework schedule based on business need, however job expectations, at times may require in person interaction. Telework may change at any time and you will be expected to report to the office. The incumbent will be required to work in the office full time during elections due to the volume of work. PLEASE NOTE: Incumbents must be available to work weekends and holidays, including mandatory overtime.

This position may require travel throughout the county as needed by the department.

This position may required to work a night shit during elections season 6:30pm - 2:00am.

The Elections Coordinator's Assistant will work closely with the Elections Coordinator to assist with Temporary Assignment (TAP) employees which may include assisting in training with voter role maintenance, phone bank, data entry and timesheets. They will also assist with answering general questions from both employees and voters. Additional the incumbent will be responsible for the creation and review of notices and calendars for upcoming elections, review candidate statements, assist with candidate files and reviews, voter outreach, reviewing voting drafts, preparing candidate handbooks and training additional staff at the voter center.

The most competitive incumbent will have experience with excel, reviewing time sensitive documents, training staff and assisting with presentations. Additionally, they will have knowledge of elections codes including jurisdiction code.

The County of Riverside's Registrar of Voters serves its residents by ensuring the electoral process be conducted professionally, consistently demonstrating neutrality and non-partisan decision-making, based upon a thorough knowledge of and compliance with all election laws by administering them timely, responsively and with integrity.

EXAMPLES OF ESSENTIAL DUTIES
• Researches, prepares, and recommends written procedures, proposals, and/or justifications for implementation and integration into current County and/or office policies and procedures.

• Refers to Elections, Public Resources, Education, Health and Safety, Water, Government Codes, and the California Constitution to research legislative changes which affect elections, calendars, and procedures.

• Communicates with County Counsel on analysis for any election and supports with written memoranda.

• Documents records and research; maintains confidentiality of records maintenance.

• Prepares and maintains Annual Election Calendar; disseminates to news media and others.

• Develops, coordinates, and supervises the calendars for specific elections, such as Primary, General, and regularly scheduled and special elections in the County of Riverside; updates calendars to reflect changes.

• Plans and conducts Voter Outreach program.

• Promotes Voter registration in the County of Riverside through public speaking engagements with schools, colleges, community events, at naturalization ceremonies, fairs, and with service organizations.

• Assists in training of Elections Office personnel on procedures and codes.

• Routinely contacts and coordinates preliminary arrangements on type of election, services to be provided, and other issues, with those jurisdictions holding elections.

• Prepares notices of elections for all elections called; forwards to typesetter for language translation.

• Prepares, processes, and officially forwards to the Secretary of State, documents and reports on Voter Outreach, and/or orders for special agencies.

• Maintains Voter Outreach records of activities, cost, and participation in order to determine the most cost-effective methods.

• Directs and assigns to Elections Technician staff those inquiries from prospective candidates in school districts and special districts regarding election and vacancy procedures.

• Assists staff in the preparation of handbooks and instructional material for distribution to candidates, school districts, special districts, and cities.

• Oversees the review of nomination documents prior to the start of issuing period to ensure forms are in compliance with Elections Code.

• Prepares educational materials to promote voter registration.

• Assists in training of Elections office personnel.

MINIMUM QUALIFICATIONS
Experience:Two years full-time experience as an Election Technician II in Riverside County;

OR

One year full-time experience as an Election Technician III in Riverside County;

OR

Three years full-time clerical experience, two of included work with data entry and/or computerized systems and responsibility for communicating or explaining elections information or procedures to the public in a municipal, County, or State elections office.

Substitution: One year of the non-specialized experience may be substituted by either of the following: (1) Completion of either 9 semester or 18 quarter units from a recognized college in secretarial sciences, office practices, business education, or a closely related field; or (2) Completion of 360 hours of training from recognized occupational training program in secretarial sciences, business education, or a closely related field.

Knowledge of: Basic Federal, California State Elections, and County elections codes, policies, and procedures; General function of the elections work unit to which assigned; Procedures for dissemination of elections information to the public, candidates, and/or government officials; Research methods; General ballot requirements; Basic arithmetic; Functions of a Registrar of Voter's Office; Elections planning and development, including critical deadlines and ramifications of failures; General work scheduling methods, including visual charting and techniques of coordinating work tasks; Recordkeeping for documentation purposes; Procedures for elections calendaring criteria; Working procedures related to the administration of elections in the State of California; Electronic data processes in election activities; Equipment used in the administration of elections (ballot tabulations, etc.); Principles and techniques of establishing and maintaining public relations.

Ability to: Concisely and efficiently obtain, record, and relay information from the public and community and government officials served; Read and understand applicable elections codes and instructions; Read, understand, explain procedures, forms, and processes with tact and courtesy to the general public and government officials; Make decisions in standard elections procedural matters without immediate supervision; Independently research and prepare concise written narrative and/or statistical reports; Make arithmetical calculations rapidly and accurately; prepare and maintain accurate records and reports; Perform data entry and other computerized and or information processing tasks; learn to perform equipment adjustments, if and as needed; Understand and follow both written and oral instructions; Communicate in English, in written or verbal form, and at the professional level of the Elections Office with the voting public, candidates, elected and government officials; Independently provide and prepare clear, concise reports, and schedules, both orally and in writing; Plan and organize a full and/or unique work assignment along with providing assistance to a public and other working peers during critical work load periods; coordinate varying workloads to meet legally mandated deadlines; Develop, coordinate, plan, and maintain the elections calendaring process; Understand, interpret and explain procedures related to the calendaring, nominations, candidate filing, fees, legislature, and other specialized assignment of the Elections Office to the general public, candidates, and other government officials; Maintain efficient and cooperative working and professional relationships with a variety of the public and political representatives.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
