POSITION SUMMARY

The Program Officer is responsible for supporting statewide adoption, implementation, quality improvement, and coordinating efforts related to the statewide Passport to Careers program. The Program Officer will be one of the primary College Success Foundation (CSF) contacts for the statewide network of campus and community partners who serve youth who have experienced foster care and/or unaccompanied homelessness.

PRIMARY DUTIES AND RESPONSIBILITIES:

Program Adoption

  • Support the scheduling, planning and delivery of individualized onboarding training and technical assistance to new campus Designated Support Staff (DSS) and other Passport campus champions in DCYF Regions 4, 5 and 6 in order to optimize effective staff transitions and enhance programmatic quality and continuity.

Program Development, Implementation, and Quality Improvement

  • Support development and regional implementation of WA Passport Network's outreach, engagement and communications plan that effectively advances Passport to Careers support through partnerships, targeted strategies and activities.
  • Provide program development coaching to designated campuses in the DCYF Regions 4, 5, and 6 as they develop and implement program implementation plans. Required plan components include student identification, eligibility verification, identifying student support, financial aid points of contact, annual reporting requirements and leadership commitment.
  • Compile and manage data (e.g., member surveys and database) to support ongoing quality improvement efforts. Participate in the collection, input, and fidelity of metrics/milestones and other data as required.
  • Manage and administer Passport Scholar Persistence Funds (PSPF), in coordination with Program Manager, WPN.

Training, Networking, and Innovation

  • Lead the planning and facilitation of the annual Statewide Passport Conference.
  • Create, update, and edit training content. Adapt content as needed for delivery in different formats.
  • Facilitate in-person and remote trainings on priority topics with individuals and groups. Upon request, provide training to partners and WPN members in the Western Region.
  • Provide backbone support and facilitate Western regional service group meetings, trainings, and networking events, and support membership and participation of relevant practitioners. Provide consultation to regional groups in setting goals, developing and implementing projects.
  • Participate in community events and conversations that further engage with the Passport program and increase regional adoption of promising support-service strategies.
  • Contribute to content development and curation for Washington Passport Network website.

Passport Leadership Team (PLT) and Statewide Initiatives Team (SIT)

  • Support member recruitment and relationship management for the Passport Leadership Team (PLT).
  • Support PLT meetings by helping set dates, plan agendas, manage in-person meeting details, note taking.
  • Contribute to quarterly report and manage quarterly dashboard report.
  • Support SIT initiatives, attend team meetings, contribute to team planning and engagement with broader External Relations team and CSF.
  • Partner with other CSF staff to promote Passport program awareness and opportunities for internal collaboration and promotion.

QUALIFICATIONS:

Education and Experience

The items listed below are the minimum requirements for the job and are relevant to this position. The organization values both work experience and education and realizes that individuals take different paths to acquire knowledge.

  • Bachelor's degree preferred; equivalent lived or work experience will be considered.
  • Three years of related work experience. Experience in higher education, community organizing, working with youth who have experienced foster youth and/or homelessness.
  • Lived experience with foster care and/or homelessness preferred.
  • Existing relationships and connections with Washington state higher education landscape or Washington state foster care system preferred.

Any equivalent combination of education and experience that provides the necessary qualifications to successfully perform the duties of the position will be considered.

Knowledge and Skills

  • Ability to provide technical assistance to partners in developing programmatic approaches to support students who have experienced foster care and/or homelessness.
  • Experience and success working with and empowering students who have experienced foster care or homelessness, or other marginalized groups preferred.
  • Excellent organizational and project management skills. Ability to multi-task, meet deadlines, and manage shifting priorities.
  • Outstanding interpersonal, oral and written communication skills, with an emphasis on consultative and facilitation skills.
  • Experience with training and program development related to post-secondary student support services.
  • Skills in using program data to drive quality improvement efforts.
  • Microsoft Office Suite (Word, Excel, PowerPoint and Outlook), Salesforce and Google Workspace.
  • Experience engaging in statewide professional development and networking activities preferred.
  • Experience with post-secondary education, foster care systems, and financial aid preferred.
  • Familiarity with collective impact theory and practice preferred.
  • Works collaboratively with CSF staff, colleagues, and other partners.
  • Commitment to diversity, equity, and inclusion, respecting individual differences, and serving diverse populations.
  • Initiative to learn and enhance skills that promote equity and an understanding of oppression and its impact on underserved populations.

  • Role operates in a moderately quiet office environment.
  • This position requires Washington state residents if assigned to a Washington based location. If this position is assigned to a District of Columbia based location, the resident must reside in the District of Columbia.
  • Uses collaborative software for communicating with others and attending virtual meetings.
  • Occasional travel and reliable transportation are required.
