General Description:

The Clinical Supervisor provides individual and group supervision to masters level mental health therapists, primarily therapists serving child and adult clients on the Oregon Health Plan. They may also supervise Qualified Mental Health Associates (QMHAs) and interns. The supervisor will provide oversight and support of administrative procedures and documentation requirements to ensure compliance with quality improvement policies and contract requirements. Ability and willingness to work within a managed care structure. The supervisor may also maintain a caseload of clients.

Required Qualifications:

Masters degree in counseling, social work or psychology. Must be licensed or ability to be licensed within six months of hire. Must have a total of five years mental health experience working with children, families, and adults with a minimum of three years mental health experience with children and families. Must be able to pass a criminal background check. Must have respectful, open, unbiased, accepting attitude toward clients and their families.

Should have exceptional oral and written communication skills. Must have excellent computer skills in a Microsoft Windows environment, including proficiency with Microsoft Word, Excel, and database management and record keeping software. Changing and complex environment require leadership skills that alleviate employee distress and maintain quality of service. Ability to make quick accurate day-to-day decisions based on precedent and/or experience. Must have two years experience in clinical supervision.

Preferred Qualifications:

Prefer adult experience that includes work with adults with severe and persistent mental illness. Ability to provide supervision of therapists towards licensure is optimal. Experience providing clinical supervision.

Essential Duties and Responsibilities:

65% - Supervision


  • Provides group and individual clinical supervision to clinical staff (no less than two hours per month per clinician, including one hour of direct contact for each supervisee)


  • To the extent qualified to do so, provides supervision toward licensure for clinical staff


  • Responds to therapist requests for clinical and administrative consultation


  • Participates with other supervisor and/or director to provide timely assignment of clients


  • Provides documentation of high risk and emergency cases


  • Reviews and monitors clinical records within the electronic client record (ECR), and signs documents to meet state regulatory standards for treatment plans and assessments.


  • Monitors staff performance and contract compliance through the use of the electronic client record (ECR) and gives feedback to therapists as needed.

25% - Management


  • Participates in the agency's quality improvement process and assists in meeting performance measures in established domains


  • Participates in the budgeting development process and monitors the fiscal viability on a regular basis


  • Responds to general community calls/requests as needed


  • Provides after-hours on-call coverage on a rotating basis


  • Responds to client crisis calls when therapist is unavailable


  • Provides after hours clinical support to therapists re: high-risk concerns


  • Participates in regular meetings with the regional director and other supervisors


  • Participates in staff hiring


  • Conducts thorough orientation of new staff including training on the role and expectations of the contractor, intervention strategies, contract compliance, and mandatory reporting laws


  • Completes regular evaluations of staff to assess knowledge of and compliance with intervention strategies, including annual performance reviews


  • Knows and consistently implements all agency established policies, procedures, protocols, and personnel guidelines


  • Attends and participates in all state supervisors meetings; attends community meetings as assigned


  • Communicates and ensures compliance with administrative requirements, including records compliance and productivity requirements; offers training and support as needed


  • Provides oversight of internship program as needed

10% - Other duties


  • Manages a caseload of clients as necessary to remain current in practice and technique


  • Responds to CCO referrals and inquiries as needed


  • Maintains client confidentiality according to HIPAA and state guidelines


  • Keeps current of Medicaid Rules and regional CCO policies


  • Remains current on relevant research and evidence-based practices


  • Follows mandatory reporting requirements, including making reports to the appropriate authority

Working Conditions:


  • Extended periods of time sitting or standing at work station updating client records, phone work, and therapy sessions


  • Mobility and dexterity sufficient to assist clients and handle required job related functions and move about the facility


  • Ability to cope with clients who may use challenging or offensive language with potential for escalation to physical aggression


  • May be required to work afternoon, evening, and/or weekend hours


  • Requires continual mental concentration and attention to details. Extended periods of focus and attention and computer use are frequently required.


  • Strict deadlines must always be met, which may result in stressful situations.
