SUMMARY



The Emergency Management Support and (Active Shooter Specialist) position provides support to the U.S. Navy Bureau of Medicine and Surgery (BUMED). This position reviews all Emergency Preparedness (EP) training and exercises and generates reports making recommendations for improvements. Assists the BUMED EP staff with training and exercise related technical support. Recommends, plans and attends EP training conferences.

Must be able to obtain and maintain a Secret clearance which requires U.S. Citizenship.



KEY DUTIES AND RESPONSIBILITIES



Essential Duties and responsibilities include the following. Other duties may be assigned.


Reviews command level compliance with all EP and Security program formal training requirements, including those established in BUMED, Navy and DoD policy. The review includes the documentation of required training and coursework in designated Learning Management Systems (LMS) such as CSTARS and other databases, as directed by the COR. Performs the majority of this work in conjunction with the EPAV program. Additionally, conducts an annual review of all BUMED EP and Security related training requirements, and recommend additions and revisions, as needed, in a written summary submitted to the COR, EP and Security Technical POC.


As an Emergency Management / Active Shooter specialist, play a crucial role in enhancing the Navy's Bureau of Medicine and Surgery safety and security for all medical sites. Directly contribute to creating a secure environment for students, staff, and visitors / patients. This position involves designing and executing training sessions that actively engage in emergency response simulations. This position also reviews all Emergency Preparedness (EP) and security training / exercise and generates reports making recommendations for improvements. Assists the BUMED EP and security staff with training and exercise related technical support. Recommends, plans and attends EP and security training conferences.


Assists BUMED with participating in and attending EP, security and MA related exercise planning conferences, meetings and workshops. These events include Concept Development Conferences (CDCs), Initial Planning Conferences (IPCs), Mid-Planning Conferences (MPCs), Master Scenario Event List (MSEL) workshops, Final Planning Conferences (FPCs), and After-Action Review/Improvement Plan (AAR/IP) meetings.


Recommends specific formal exercises for BUMED participation, but at a minimum, includes the U.S. Fleet Forces Command Exercise Citadel Shield/Solid Curtain series, as well as all formal exercises with a known or potential EP or MA component sponsored by Commander, Navy Installations Command (CNIC) or US Marine Corps Installation Command (MCIC), including the CNIC annual Citadel Gale/HURREX series.


Reviews DoD exercises being conducted by the Combatant or Unified Commanders, as well as non-DoD exercises being conducted by FEMA, DHS, HHS, and CDC for their relevance to BUMED and/or designated NMRTCs/NMRTUs and recommends any with significant relevance for inclusion in the BUMED exercise program planning process.


The COR must approve all exercise related travel prior to execution. Submits recommended exercise related travel requirements to include an estimate of the cost, no later than 30 days in advance for travel involving air transportation, and one week in advance for travel involving POV transportation.


Supports the BUMED EP and security staff with internal BUMED HQ level EP exercise development and planning to include training and assessment of the BUMED enterprise PI program/instruction, the headquarters Continuity of Operations (COOP) plan and the BUMED Crisis Action Team (CAT) response. This includes the full exercise development life cycle, facilitation and evaluation, and may include both Table-Top Exercises (TTXs) and Functional Exercises (FXs). Supports both recurring and pre-exercise training for the BUMED headquarters staff, to assess and improve their performance of EP related mission support.


Reviews all command level formal exercise AARs submitted to BUMED, providing feedback on the effectiveness of the exercises, to include planning and execution.


Assists the BUMED EP and security staff with training and exercise related technical support, to include drafting responses for action items and correspondence, reviewing draft policy and instructions, leading exercise scenario development, assisting with all pre-exercise preparations and post-exercise analysis, assessing the effectiveness of formal training courses and supporting BUMED staff with the full life cycle of exercise development and execution. Provides similar EP related exercise development and execution reach-back support to the Navy Medicine Regional and select command level EM staff as needed, with an emphasis on supporting regional and NMRTC/NMRTU participation in key echelon 1 and 2 stakeholder exercises, e.g. Solid Curtain/Citadel Shield and Citadel Gale/HURREX.


Serves as the BUMED EP and Security lead and POC for the DHA training and exercise staff, to include all EP related formal training courses and exercises. Represents BUMED EP at DHA-led exercise development and working group meetings and will coordinate the Navy Medicine response to DHA data calls and tasking regarding EP exercises and training, including National Disaster Medical System (NDMS) related training and exercises. Serves as the BUMED lead and POC for EP related formal training courses executed by the DHA on behalf of the services, to include the Public Health Emergency Management (PHEM) and Medical Defense Support to Civil Authorities (MED DSCA) courses executed by the Defense Medical Readiness Training Institute (DMRTI). Coordinates with BUMED EP, the DHA and Navy Medicine regional staffs to determine and allocate student quotas, identifies and tracks student attendance, serves as the BUMED quota control for the courses, and promulgates course schedules and all relevant information pertaining to the courses.


Conducts a monthly review of the EP and Security program training and exercise related metrics as reported in PREP and other databases, identifying and highlighting trends and recurring deficiencies, and recommends improvements in training readiness, as applicable.


Responsible for aiding in own self-development by being available and receptive to all training made available by the company.


Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.



EDUCATION AND EXPERIENCE



Bachelor's degree and four to seven (4-7) years' experience, or equivalent combination of education / experience. Degree may be substituted for five (5) years of professional experience in a management or supervisory role.
