Job Description:

In support of Program Manager Advanced Amphibious Assault, we are seeking a Program Manager with experience in supporting DOD Federal acquisition programs; knowledge of policy/ principles/organizational protocols.

Provides program management and strategic support to the overall business operations often involving multiple projects/tasks and groups of personnel. Organizes, directs and coordinates acquisition programs with authority over the management, formulation, design, test, and evaluation of complex systems. Develops and monitors program objectives, budgets, and schedules and is responsible for all contractual, administrative, and financial aspects of the program. The Program Manager oversees acquisition planning, development of acquisition documentation, and recommending procurement strategies. Evaluates proposed solutions to determine technical feasibility, implementation and operation costs, and functional adequacy. Thorough knowledge of budgeting and DoD acquisition processes. Demonstrates written and oral communication skills.

The specific requirements and tasks may include, but are not limited to the following:

• Provides program management and strategic support to the overall business operations often involving multiple projects/tasks and diverse groups of personnel at multiple locations

• Develops and monitors program objectives, budgets, and schedules

• Responsible for all contractual, administrative, and financial aspects of the program. Hiring Manager for the contract.

• Oversees acquisition planning, development of acquisition documentation, and recommending procurement strategies

• Evaluates proposed solutions to determine technical feasibility, implementation and operation costs, and functional adequacy

• Allocate resources (staffing, facilities, and budgets) on the contract

• Review and approve all earned value, Estimate To Complete, Funds and Man-hour Expenditure Reports, or other financial reports as appropriate

• Review and propose the Integrated Program Baseline (or resource loaded schedule) to the Government

• Review risk and risk mitigation activities

• Prepare program status reviews and other formal reviews

• Ensure the timely recruitment and training of program staff - both direct and indirect

• Review all financial and technical reports before final submission.

• Communicate issues and solutions to PM AAA in a timely and transparent manner

• Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff

Education/Experience:

Bachelors Degree with ten (10) years of related progressive professional work experience in program management with a Bachelor’s Degree in Business, Engineering, Management, Sciences, Information Systems, or other related analytical scientific or technical disciplines and a minimum of ten (10) years of progressive experience. Twenty (20) years of related professional work experience in lieu of college degree.

- DAWIA Level III certification or equivalency in Program Management is desired.

- PMP certification is highly desired.

- USMC Acquisition experience at or supporting Marine Corps Systems Command is preferred and highly desired.

- Detailed working knowledge of DoD Instruction 5000.02 ("Operation of the Adaptive Acquisition Framework" (23 January 2020) and the DoD Acquisition Process is required.

Specific/Preferred Requirements:

- Position requires Active Secret Security Clearance and the ability to maintain a Secret Security Clearance.

- Provide a single Point of Contact (POC) (i.e., Program Manager) to maintain and execute the task order.

- Work closely with the COR/ACOR to resolve any issues that may arise during the Contractor’s performance of the task order.

- Maintain a fully-staffed team across the life of the contract and deliver an organizational chart IAW CDRL A002 depicting all team personnel and fill vacancies within 15 calendar days.

- Update the organizational chart IAW CDRL A002 as changes occur throughout the period of performance.

- Track all travel requests and expenses, and deliver a Monthly Contractor Travel Status Report IAW CDRL A003 to the COR/ACOR.

- Develop and deliver an overall Monthly Status Report IAW CDRL A004 summarizing all tasks completed within this PWS during the month. The CDRLs listed below shall be required throughout the Contractor’s performance of this task order.
