SUMMARY



The Public Health Analyst will play a critical role in the ongoing development and enhancement of the ELC Cooperative Agreement Management Platform (CAMP), a unified system designed to streamline and optimize the management of cooperative agreements across the Centers for Disease Control and Prevention (CDC), Institutions, and Offices (CIOs). Focuses on developing and refining performance measures, conducting comprehensive data analysis, and providing actionable insights to inform program effectiveness and guide strategic decision-making. Contributes to the continued evolution of CAMP, ensuring its alignment with DMI principles and its effectiveness in reducing recipient burden, accelerating data for action, and supporting strategic innovation.

ESSENTIAL REQUIREMENTS



Must be able to obtain a customer clearance for access to facilities, equipment and property.



KEY DUTIES AND RESPONSIBILITIES



Essential duties and responsibilities include the following. Other duties may be assigned.


Supports the development and refinement of performance measures for various ELC activities under the guidance of senior staff.


Assists in the collection and cleaning of performance measure data from CDC and ELC STLT recipients.


Conducts basic quantitative and qualitative data analysis to assess program performance, under the supervision of senior staff.


Contributes to the preparation of evaluation reports and summaries, synthesizing findings and highlighting potential areas for program improvement.


Participates in process and outcome evaluations of state and local level activities, contributing to the assessment of cross-cutting resources and leadership/management capacity.


Assists in evaluating the effectiveness of ELC's Technical Assistance Program and its impact on state and local health departments.


Develops proficiency in relevant data analysis software and tools.


Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.


Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

EDUCATION AND EXPERIENCE



Master's degree in Public Health, Epidemiology, or a related field is required, along with three to five (3-5) years of experience in public health program evaluation or a similar field.


Proficient in basic quantitative and qualitative data analysis methods, demonstrating familiarity with statistical software packages (e.g., SAS, SPSS, R) and/or qualitative data analysis software (e.g., NVivo, Qualtrics).


Strong communication and interpersonal skills are essential, as is the ability to effectively collaborate with colleagues and stakeholders.


A demonstrated interest in infectious disease prevention and control is preferred, Experience with federal grant programs or cooperative agreements, and familiarity with Salesforce or other data management platforms, are considered a plus.

LANGUAGE SKILLS



Ability to read, analyze and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and or boards of directors.



MATHEMATICAL SKILLS



Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations. Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.



REASONING ABILITY



Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Work is primarily performed in an office environment. Regularly required to sit. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The pay range for this role is $90,000 - 95,000 with the final offer amount dependent on location, skillset, and experience.
