SUMMARY



Bering Straits Native Corporation is currently seeking a qualified Buyer to provide procurement services for US Government Prime Contracts. This position supports several teams across the United States and ensures compliance with federal rules and regulations through procurement of goods and services across multiple business lines. This is a fully remote position with one week of in-person onboarding and training. Candidates may have the option to work from one of BSNC's offices. This is a direct report to the Procurement Manager but may also be tasked with providing technical advance and other support to Business Development, Operations, Accounting, and other departments.

Responsibilities




ESSENTIAL DUTIES & RESPONSIBILITIES

  • Performs day-to-day procurement functions including but not limited to requisition reviews, scope development, market research, solicitation issuance and review, cost and price analysis, vendor due diligence, source selection, and documentation.
  • Prepares clear and cohesive specifications, scope statements, justifications, and memoranda.
  • Operates transparently and ensures delivery of complete documentation packages to Operations, Accounting, and Contracts team members as applicable.
  • Monitors procurement activity for regulatory compliance and process conformance.
  • Manages various procurement projects that include the areas of sourcing and commodity management that may affect BSNC's performance.
  • Supports administration of supplier assessments, scorecards, and other analytics to manage supplier performance.
  • Collaborates with management, Operations, and Contracts team members as applicable to diagnose and resolve issues with under-performing subcontractors and vendors.
  • Recognizes internal and external procurement trends, and recommends avenues for improvement by utilizing judgment, initiative, and resourcefulness.
  • Provides periodic reporting for management on procurement, controls, and processes.
  • Participates in internal audits, Government inquiries, and/or Purchasing System Reviews, as applicable.
  • Acts as a strategic partner with stakeholders to support business objectives.

Qualifications




QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications


  • Secondary education consisting of at least 24 credit hours in the fields of Supply Chain Management, Business Administration, Finance/Accounting, or related field, and
  • Four years' experience as Buyer, Procurement Specialist, Contracts Administrator, or similar role.


Knowledge, Skills, Abilities, and Other Characteristics


  • Proficiency with the application and knowledge of the FAR, DFARS, and requirements of Government approved purchasing systems.
  • Proficiency with contract types and competition methods.
  • Exercises critical thinking and sound judgment to analyze issues and overcome problems.
  • Capacity to think strategically and creatively to identify issues and develop long-term solutions.
  • Excellent verbal and written communication, interpersonal skills, attention to detail, and organizational skills.
  • Excellent proficiency with Microsoft Software Suite (Outlook, Word, and Excel) and Adobe. Proficiency with Deltek Costpoint, Microsoft Sharepoint, and other software as applicable.
  • Ability to work independently with general direction, and to manage up and across as needed to meet goals and deadlines in a very fast-paced environment.
  • Ability to maintain productive work relationships and work collaboratively with others to resolve issues.
  • Must exhibit strong security and confidentiality practices with systems that handle sensitive data.
  • Ability to deal with ambiguity and thrive in a rapidly changing business environment.
  • Strong project management skills and experience successfully working cross-functionally and across time zones.




Preferred


  • Active secret security clearance, or the ability to obtain one.
  • Experience procuring goods and services under a Government approved purchasing system.
  • Professional certification in procurement or supply chain management, such as CPSM or CFCM.
  • Knowledge of the Small Business Administration 8(a) program rules and regulations.

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS


  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.


WORK ENVIRONMENT



Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.


The job is performed virtually with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. Work may be performed anywhere within the contiguous US, Alaska, or Hawaii. Due to the confidential nature of contract and procurement materials, applicants must maintain a private office environment with high speed internet. Candidates may have the option to work from one of BSNC's offices located in Alaska, California, Colorado, Maryland, or North Carolina. Occasional travel may be required.



SUPERVISORY RESPONSIBILITIES


  • No supervisory responsibilities.


ADDITIONAL QUALIFYING FACTORS



As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
