West Virginia American Water is seeking a health and safety leader to join our team in Charleston, WV. The Health and Safety Program Manager will be responsible for heading our health and safety programs and policies. Areas of focus and responsibiltiy will be OSHA regulations, EPA programs, emergency response, accident investigations and more.




Primary Role



Responsible for developing and/or managing the health and safety program and supporting systems and databases to reduce injury and illness frequency in accordance with established company strategy, goals and targets. Program activities also assure compliance with Federal Occupational Health and Safety (OSHA) regulations, State OSHA regulations, Federal and State Environmental Protection Agency (EPA) programs, Department of Transportation regulations as applicable and local regulations when they apply. Accountable for the performance and results of employees within a departmental area. Make decisions that are guided by and interpreted through policies, procedures and business plan.



  • Directly performs health, safety, emergency response, business continuity and some environmental duties that includes technical direction for state based safety staff.
  • Implementation and execution of companywide safety programs, providing technical content for health and safety training.
  • Inspecting/auditing, development of safety awareness/recognition programs, behavior based safety programs and activities, safety practices and procedures.
  • Accident investigations with root cause analysis and corrective actions.
  • Develops and manages OPEX and CAPEX budgets.
  • Maintains records, supporting systems and associated metrics for safety performance and prepares periodic reports as required by regulation by providing investigation and incident analysis for workers' compensation issues.


This position will direct technical duties of state staff and work closely with other Health & Safety staff to execute consistent programs. Interfaces with all levels of management in order to assure that programs are carried out in accordance with company policy, practices, goals and targets.




Key Accountabilities




Program Management

  • Contribute to development of strategic Health and Safety goals and objectives, including organizational rollout of these plans.
  • Provide recommendations for, and implement and maintain, enterprise wide health and safety systems
  • Develop and implement programs that drive operational leadership accountability to ensure compliance with AW requirements, as well as applicable federal, state and local regulations.
  • Drive execution of strategic initiatives.
  • Represent the organization in community or industry safety groups
  • Maintain safety and health records, along with conducting gap analysis and audits of existing safety and health processes.
  • Manage medical surveillance and exposure related programs including respiratory protection, hearing conservation.
  • Develop and manage budget process and approve expenditures necessary for completion of projects and/or programs relating to safety.
  • Facilitate and coordinate with Health & Safety teams on Event Management for emergency response activities.
  • Provide ergonomic assessments and support in both office and operations environments.
  • Manage CDL programs to assure compliance with DOT requirements.
  • Maintain DOT CDL license programs.
  • Manage and maintain non-water state environmental programs including Risk Management Plan (RMP) and NJTCPA (30%)



Development and Implementation of Policies/Procedures

  • Formulate safety, health, and emergency practices and safe work procedures in compliance with local, state, federal rules and regulations, and best practices.
  • Coordinate and assist districts and locations in the implementation of safety programs (25%)



Training

  • Provide technical content as a subject matter expert for safety and health training programs.
  • Deliver ORM and health and safety training to employees on required topics.
  • Manage health and safety training records for State operations.
  • Identify and analyze injury history in order to develop and initiate training programs which will target reduction in incident rates and workers compensation losses. (15%)



Auditing/Inspecting

  • Conduct hazard assessments through inspections, safety audits, and other recognized methods identify root causes and provide recommendations on corrective or preventive measures, where indicated.
  • Assist with incident investigations and hazard identifications for use within the company and outside agencies.
  • Consult with all departments on design and use of equipment for incident prevention and safety.
  • Lead or assist in OSHA, EPA-RMP or other regulatory inspections. (30%)




Knowledge/Skills




Required Knowledge:
  • Knowledge of and familiarity with health and safety program management and OSHA regulatory requirements with increased opportunities to apply expertise across disciplines or organizational areas.

Desirable Knowledge:

  • Water Industry Knowledge.
  • Emergency response and incident management.



Required Skills:

  • Ability to read and interpret documents such as safety rules and regulations, operating and maintenance instructions and procedure manuals. Ability to write reports and correspondence and communicate information verbally.
  • Ability to solve practical problems and respond to employee and public complaints effectively. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form. Must be able to define problems, collect data, establish facts and draw valid conclusions.
  • Ability to technically manage staff of professionals
  • Ability to work independently with limited supervision
  • Ability to work well in a cooperative team environment, participate routinely in multi-disciplinary projects and activities
  • Ability to recognize and deal appropriately with confidential and sensitive information.



Desirable Skills:

  • Particular areas or experience desired: knowledge of OSHA, Federal, State and Local regulations as applicable for a utility or construction environment.




Experience/Education




  • At least seven (7) years experience with at least three (3) years experience managing people.
  • Demonstrated experience in development, management and delivery of health and safety programs.
  • A bachelor's level degree from an accredited college or university in a safety health related field study or an equivalent combination of undergraduate education.
  • Ten (10)+ years experience in a utility, construction or industrial setting that provides the knowledge and exposure to the fundamental theories, principles and concepts of the field.




Certifications & Licenses:




Required: At least one relevant/related nationally recognized professional certification.



Highly desirable: Safety related certifications, e.g., CIH, CSP, are preferred.




Work Environment



While performing the duties of this job, the employee occasionally works near moving mechanical parts and in outside weather conditions and could include a work environment where possible exposure to wet and/or humid conditions and chemicals exists. The employee occasionally works at elevation, in confined spaces and in a construction environment The noise level in the work environment is usually quiet but there may be instances of potential noise exposure.

  • Approximately 20% overnight travel is anticipated in this position.
