Job Description:

SUMMARY: Responsible for assuring that LTII meets or exceeds the regulatory and client requirements established by the Code of Federal Regulations, Titles: 21 (FDA), 29 (OSHA), 30 (MSHA), 40 (EPA), 49 (DOT), and equivalent state agencies programs.  Provide leadership to ensuring a safe and environmentally responsible workplace.  Direct management of the LTII Safety Team.

ABOUT:


  • Compensation:  $107,000 to $120,000

  • Retirement Plan:  50% of the first 6% contributed matched + an additional 3% of your compensation regardless of your participation following one year of service.

DUTIES AND RESPONSIBILITIES:


  • Develop, implement and enforce LTII's Integrated Health, Safety, Security and Environmental program and policies.

  • Assure compliance with DOT, EPA FDA, MSHA, OSHA, and other applicable federal, state, and local requirements. To include Lynden Inc. and client requirements.

  • Supervises a team of HSSE Manager’s, a Technician and Trainer

  • Promote LTII's HSSE culture with managers, supervisors, and employees.

  • Oversee the drug and alcohol Fit-For-Work program including being assigned as alternate Designated Employee Representative (DER) for DOT.

  • Oversea claims management for workers’ compensation and vehicle incidents. Collect records, data, and evidence in support of incident investigation.

  • Oversee and manage the onboard event recorded video systems within company vehicles.

  • Coordinate risk management activities with managers and supervisors to assist in job safety analysis and journey management plans for specific functions and operations.

  • Manage LTII's HSSE Management System.

  • Design and implement LTII's training programs and instruct employees on regulatory requirements and company HSSE policies.

  • Conducted on-site internal HSSE audits, prepare reports, and develop corrective action plans.

  • Responsible for external audits conducted by government agencies and client-specific audits.

  • Coordinate, respond to, and assist in hazardous and non-hazardous material response activities, transportation accidents, and occupational injuries and illnesses.

  • Conduct incident investigations for environmental, transportation, and occupational accidents and incidents. Acts as chairperson of LTII’s Accident / Incident Review Boards.

  • Manage and coordinate with HSSE consultants when necessary to meet regulatory and project-specific requirements.

  • Manage and submit federal, state, and local reports on transportation incidents, hazardous materials releases, occupational illnesses and injuries, Teir II Community Right-to-Know reporting, hazardous waste activities, SWPPP and SPCC.

  • Benchmark HSSE trends, leading and lagging indicators, and analyze data for continuous improvement. 

  • Participate and represents LTII in federal, state and local organizations involving HSSE activity.

  • Attend various HSSE and hazardous material seminars and courses.

  • Coordinate efforts with Lynden's Director of HSSE, General Counsel and Risk Manager for claims and litigation management.

  • Support the Leadership Team and Managers in all aspects of LTII's business.

  • Support Lynden Inc. Director of HSSE in all aspects of business as required.

QUALIFICATIONS:

EDUCATION AND/OR EXPERIENCE:

Minimum of five years of experience in occupational health and safety management, preferably in transportation.  Thorough knowledge on regulatory requirements and emergency management.

LANGUAGE SKILLS:

Able to read, analyze, and interpret financial reports, professional journals, technical procedures, and governmental regulations. Able to write reports, business correspondence, and procedure manuals. Able to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

MATHEMATICAL SKILLS:

Able to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Able to compute rate, ratio, and percent and to interpret bar graphs.

REASONING ABILITIES:

Able to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Able to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Able to apply common sense understanding to fulfill job duties with limited or detailed written or oral instructions.

CERTIFICATES, LICENSES, REGISTRATIONS:

Valid driver’s license is required.  Identification or passport valid for travel required.

OTHER SKILLS AND ABILITIES:


  • Thorough understanding of local, state, and federal occupational health and safety regulations, including OSHA, EPA, emergency management, and Incident Command Systems (ICS).

  • Able to organize projects, prioritize workflow and complete multiple tasks simultaneously and accurately under tight deadlines.

  • Proficient in Microsoft Outlook, Word and Excel and demonstrate excellent communication, reporting and analytical skills.

  • Demonstrate ability to exercise independent judgment, initiative and tact in dealing with management, supervisors, employees and the public.

  • Able to work independently as well as be a team player.

  • Must be available core hours and if required, beyond regular business hours.

  • Overnight travel to Company locations in Washington, Oregon, Montana & Idaho is required six times a year.

  • This is an in-office position. 

PHYSICAL DEMANDS: 

While performing the duties of this job, the employee is regularly required to sit and enter information and instructions into a computer.  The employee frequently is required to talk and listen.  The employee must be able to understand information displayed on a computer monitor.

WORK ENVIRONMENT:

The noise level in the work environment ranges from quiet to moderately loud.  Hearing protection may be required.
