Job Description:


  • Provide a balance between employee and business needs required to maintain the integrity of U.S. Cotton.

  • Administer the Human Resources practices and relations activities required to promote a harmonious working relationship and continuous improvement environment with all employees. Act as primary employee and management liaison for the resolution of all employee relation issues.

  • Establish and maintain satisfactory labor/management relations, including management representative for grievances, arbitrations, and negotiations.

  • Assess candidates through the development of innovative and progressive strategies.

  • Develop strategies/ programs to improve retention, oversee in the development of sourcing strategies for personnel requirements. Administer transfer procedures to ensure satisfactory supply and flow of personnel to meet personnel requirements.

  • Continuously develop and administer education and training programs for employees.

  • Manage leaves, i.e. W/C, STD, and FMLA.


SPECIFIC RESPONSIBILITIES
Examples of key duties are interpreted as being descriptive and not restrictive in nature.



  • Conduct a comprehensive program to meet staffing requirements for U.S. Cotton including processing and maintaining application files; administration of engagement procedures. Approving all candidate slates and concurring with the final hiring/promotion decision.

  • Administer a personnel practice program to provide:



  1. Appropriate employee transfer, upgrading, reduction-in-force, recall, exit interviews, and related placement activities.

  2. Effective counsel for managers and supervisors in applying plant practices to assure that discipline cases, assignments, etc.

  3. Record systems for personnel practices including attendance information, performance appraisal activity, discipline, statistics, etc.

  4. Maintain a plant grievance procedure and assisting employees as required.



  • Plan and provide administration for the plant's health and safety programs including:



  1. Preparation of records and reports to appropriate company function and government agencies.

  2. Interface with agencies that require information concerning health and safety matters.

  3. Serve on safety committee and participate in plant safety endeavor.


  • Conduct wage and salary administration programs for the U.S. Cotton including:


  1. Participation in community wage and salary reviews; analysis of results, and recommending action.

  2. Analysis, evaluation, and recommendations for classifying jobs and positions.

  3. Recommendation of starting rates to managers and employment office personnel.



  • Administer the Company's employee benefits plans by:



  1. Counseling and interpreting to managers and employees the provisions of the various plans.

  2. Provide orientation programs for recalls and new hires.



  • Develop and maintain procedures for providing employee services such as:



  1. Education and training programs meeting the needs of Fiber Operations

  2. Career Counseling and Personal Development Programs

  3. Employee Service Awards

  4. Employee Assistance Programs

  5. Support for Employee Recreation Programs



  • Direct the development and administration of programs for employee communications and for the promotion of community relations.

  • Maintain effective relationship in all work contacts, including joint tenant, contribute to accordance with established Department instructions and procedures.

  • Direct and maintain various activities designed to promote and maintain a high level of employee morale.

  • Responsible for day-to-day assigned departmental operations; methods of improvements, develop budgets, authorize overtime, and control costs.

  • Other duties as assigned.


EXPERIENCE



  • Eight to Fifteen years Human Resources experience.

  • Must have previous labor relations experience.


EDUCATION



  • College Degree in Business Administration, preferably in Industrial Psychology or Human Resources. Advanced degree preferred.

  • External: Human Resources Managers of neighboring plants, Government Compliance Agencies, Human Resource and Labor Consultants, Local Universities and Technical Colleges, Community Leaders, Various Federal and State Agency Representatives.
