PURPOSE SUMMARY. Under the general supervision of the assigned lieutenant, supervises Evidence and Property Specialists and assigned staff. Responsible for the integrity of the evidence storage facility within the department. Responsible for ensuring staff respond to crime scenes. Performs a variety of technical crime scene evidence collection duties, property identification, tagging, and cataloging, clerical and administrative support functions. Position may require working rotating shifts. Position requires on-call duty.

ESSENTIAL DUTIES.

1. Performs daily supervision of assigned staff including training, motivating, and evaluating staff; responsible for prioritizing, planning and assigning work to staff; works with employees to correct deficiencies and makes hiring recommendations.

2. Responsible for performing and ensuring assigned staff performs the following duties:

  • Receive, tag, record and securely store all evidence received according to department procedures and to release evidence upon appropriate order from officers/detectives or public owner when the case has been adjudicated.
  • Ensures al I evidence received correlates with the incoming paperwork.
  • Tags all evidence, transports to a storage area and records the storage location on evidence records to ensure security and ease of retrieval.

3. Preserves and maintains all evidence in the chain of custody for court purposes in accordance with all department operating procedures without loss or damage to evidence.

4. Maintains records of stolen property or contraband including the description, identification, value or cost, data acquired, location acquired, name of custodian, date of inventory, condition and disposition.

5. Conducts unit inventories of property records and traces and reconciles all discrepancies. Any discrepancy will be immediately reported to the CJD Lieutenant.

6. Verifies the destruction of weapons, narcotics and other contraband.

7. Coordinates and oversees the processing of court dispositions and request for dispositions on evidence.

8. Maintains property and evidence Standard Operating Procedures, logs, forms, databases and technology systems.

9. Appears in Court to testify on the handling and chain of custody of evidence processed.

10. Responds to calls from the general public pertaining to the disposition of evidence in officer custody and appropriately arranges to discharge material(s) to the public upon adjudication.

11. Travels to and completes field crime scene processing.

12. Responsible for photographing and evidence collection at scenes of accidents, injuries and crimes.

13. Responsible to inventory, order, receive, store, issue and ship materials, supplies, and equipment used by the Sheriff's Office to maintain necessary supplies for daily operations.

14. Remain current on all trainings and certifications that are required by state laws that affect the property room.

15. Integrates "best practices" presented at trainings or workshops, or recommended by any supervisor or auditor, that complies with current policy.

16. Coordinates with Professional Standards Division for internal audits of evidence.

17. Responsible for ensuring that strict confidence is maintained.

18. Collects DNA and utilizes Rapid DNA for results. Trains others on using Rapid DNA.

19. Operates basic power tools, band tools, and equipment.

20. Properly uses specialized equipment on crime scene vehicle and trains others on use.

21. Utilizes National Integrated Ballistic Information Network (NIBIN) acquisitions and trains others on use. Safely handle, examine, operate and test fire a variety of firearms and ammunition.

22. Conducts educational training and discussions and mock scenes for academies, citizens and LEO's.

23. Works rotating shifts and on-call duties.

ADDITIONAL DUTIES. Serves as Forensic Analyst backup. Performs other related duties as assigned.

QUALIFICATIONS.

A. Education. Associate's Degree in Criminal Justice or related field_ Bachelor's Degree is preferred.

B. Experience. A minimum of six (6) years of progressively responsible experience in a law enforcement setting performing inventory and evidence collection, property room control, record keeping, ordering, receiving, supervising, and issuing supplies and materials. Two (2) years' experience in photography, digital and video camera operations in a government or law enforcement environment is preferred. Supervisory experience is preferred.

C. Education/Experience substitution. In accordance with County policy

D. Licenses/Certifications. Must have a valid unrestricted driver's license. Must maintain a satisfactory driving record in accordance with County policy. Must have or successfully complete basic crime scene processing class and photography training and International Association for Property and Evidence course or similar evidence management course within 1 year of hire.

E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). No felony convictions. Must pass a thorough background check and a driver's license check.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Must have knowledge of: basic photography; Criminal Justice System terminology; general office and computer procedures and practices, policies, procedures; and practices applicable to the area of assignment; proper methods to maintain accurate records; operation of a computer, its software, and general office equipment; business correspondence standards including English, grammar, spelling and punctuation.

Must have skill in: above average record keeping; inventory control; complex problem solving; accuracy with numerical data and supplies, problem analysis and identification; attention to detail; resourcefulness and tact with public contacts; handling sensitive and confidential matters and situations; establishing and maintaining effective and cooperative working relationships with others. While performing the duties of this job, the employee must be able to communicate effectively both orally and in writing.

Must have the ability to: work rotating shifts and be on-call; organize, plan and prioritize investigation processes; work effectively with all types of crime and accident scenes, with detectives, officers and the Office of the Medical Investigator; use mature judgment and ability to maintain strict confidentiality; cope with stressful situations calmly, fairly, tactfully and with respect for co-workers and public; work safely by wearing personal protective equipment (PPE); train new specialists and technicians; work with outside agencies referencing crime scene processing; work with specialized crime scene equipment; conduct educational training and discussions and mock scenes for academies, citizens and LEO's; and work closely with the case agent to gain relevant information for crime scene investigation.

Compensation Range

$23.57 - $38.98
