Job Description:

HunaTek is hiring a Program Manager to lead a highly technical team of IT professionals in in the delivery of an IT optimization program in support of the SBA's Office of the CIO (OCIO). The ideal candidate experience managing business applications, cybersecurity and network architecture and engineering programs. The Program Manager position is key contractual personnel for this program supporting IT Architecture, Engineering and Network Operations. This position is contingent upon contract award. Essential Job Functions: The Program Manager Position is a highly visible leadership position responsible for ensuring the successful delivery of program support services in support of the Small Business Administration Office of the CIO (OCIO). The team, managed by the Program Manager, will oversee the delivery of IT Architecture, IT Engineering, and Network Support Services. The program support will provide end-to-end technical requirements management, IT Strategy and Governance, Development and Implementation services, and Operations and Maintenance of SBA systems.
  • Provide leadership, guidance and mentorship to contractor staff and serve as the key program contractor Point of Contact (POC) between U.S. Government and contractor personnel working in support of the program's mission.
  • As the Program Manager, will consistently engage and interface with the Contracting Officer (CO), Contracting Officer's Representative (COR), and Technical Point of Contact (TPOC) in writing and in meetings of any technical, financial, personnel, or general managerial issues and resolutions.
  • Program Manager will ensure quality program delivery throughout the program through the management of contract personnel and subcontractors.
  • Provide PM leadership and contract oversight to ensure quality for all activities performed by contractor personnel including overseeing quality of technical and business processes.
  • Provide management, direction, administration, quality assurance (QA), and leadership of all deliverables in support of the performance work statement.
  • Working within a Firm Fixed Price construct, apply scope and change management discipline on the program to mitigate risk, and ensure contractual compliance.
  • Able to manage programmatic finances which includes providing forecasts and maintain budget for the USG client. On the company side, able to develop bottom-up estimates, yearly forecasts, and estimates-at-complete and estimates-to-completion.
Skills and Qualfications:
  • Bachelor's Degree from an accredited college or university required; an additional four years of related work experience can substitute for a degree
  • This position requires PMI Certification: PMP - Project Management Professional, ITIL Foundation (Information Technology Infrastructure Library)
  • At least ten (10) years of experience leading large projects across various domains at an enterprise level, meeting schedule, budget, and quality objectives while managing risk, required
  • At least ten (10) years of experience with Agile/SDLC and Waterfall/IPLC Methodology
  • Candidate should be familiar with technology infrastructure (Servers/Storage/Network) as well as MS Office, MS Project and SharePoint
  • Certifications: ITIL (IM) - IT Infrastructure library, Incident Management
  • Prior IT project team experience, 5-7 years
  • Prior project management experience as a lead PM 3-5 years
  • Experience in troubleshooting network infrastructure
  • Experience in problem solving and strong organizational skills
  • Experience in team motivation and delegation
  • Excellent communication and presentation skills to effectively communicate information to customers and to all levels within the organization
