Provide an oversight for all aspects of Information Technology (IT) for the PACE (Program of All-Inclusive Care for the Elderly) program. This includes procurement, implementation, operational management, and vendor management of all PACE systems to include electronic health record, IT infrastructure, systems, integrations, data management, security, and compliance. This role plays an important coordination role, working in close alignment with other IT departments for specific systems, while also leading the selection and implementation of PACE specific systems. Lead and manage a team of IT professionals to support the PACE program's operations, quality, and growth. Collaborate with internal and external stakeholders to ensure IT alignment with the PACE program's goals, standards, and regulations.



Essential Responsibilities:



  • In partnership with the IT Director of Shared Services and department leadership, develop and execute the IT vision and roadmap for the PACE program, ensuring alignment with the PacificSource's overall IT strategy and business objectives.

  • Manage the design, procurement, implementation, and maintenance of IT infrastructure in partnership with PacificSource IT. This includes systems, and applications for the PACE program, including network, servers, devices, telehealth, electronic health records, enrollment, billing, transportation, scheduling, and reporting.

  • Coordinate with other IT departments where necessary to ensure seamless integration and management of systems for the PACE program.

  • Ensure IT compliance with PACE program's regulations, policies, and procedures, as well as federal, state, and local laws and standards, such as HIPAA, CMS, and NCQA.

  • Establish and monitor PACE IT performance metrics, service level agreements, and quality assurance for the PACE program, ensuring high availability, reliability, and security of IT systems and data.

  • Manage the PACE IT budget, resources, and vendors for the PACE program, ensuring cost-effectiveness, efficiency, and quality of IT services and products.

  • Build and maintain strong relationships with internal and external stakeholders, such as PACE program staff, participants, providers, partners, regulators, and vendors, to ensure IT alignment and integration with the PACE program's needs and expectations.

  • Stay abreast of emerging technologies and best practices in IT and PACE program domains. Evaluate and recommend solutions to enhance IT capabilities and performance for the PACE program.

  • Responsible for oversight, management, development, implementation, and communication of department programs.

  • Responsible for hiring, staff development, coaching, performance reviews, corrective actions, and termination of employees. Provide feedback, including regular one-on-ones and performance evaluations, for direct reports.

  • Coordinate business activities by maintaining collaborative partnerships with key departments.

  • Responsible for process improvement and working with other departments to improve interdepartmental processes. Utilize lean methodologies for continuous improvement. Utilize visual boards and daily huddles to monitor key performance indicators and identify improvement opportunities.

  • Actively participate as a key team member in Manager/Supervisor meetings.

  • Actively participate in various strategic and internal committees to disseminate information within the organization and represent company philosophy.

  • Meet department and company performance and attendance expectations.

  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.

  • Perform other duties as assigned.




SUCCESS PROFILE




Work Experience: Minimum of 5 years of experience working with increasingly complex IT programs, with a preference for experience in systems integration, data management, and vendor and operational management. Management experience in a healthcare, electronic health records systems, or PACE program preferred.



Education, Certificates, Licenses: Bachelor's degree in Computer Science, Information Systems, Health Informatics, or related field required, or equivalent work experience. Master's degree preferred. IT certifications such as PMP or ITIL preferred. PACE program certification or training preferred. Epic Certification in one or more modules, and experience working with Epic Systems in a healthcare setting is highly desirable.



Knowledge: IT infrastructure, systems, and applications for health care or PACE program operations, such as electronic health records, network, servers, devices, telehealth, logistical systems, enrollment, billing, mobile devices, and reporting. Advanced knowledge and experience in coordinating and collaborating with other IT departments to ensure seamless integration and management of systems for the PACE program. Advanced knowledge in IT compliance, security, and risk management for health care or PACE program regulations, policies, and standards, such as HIPAA, CMS, and NCQA. Advanced knowledge and experience in IT performance management, service delivery, and quality assurance for health care program systems and data. Advanced knowledge and experience in IT budgeting, resource management, and vendor management for health care or PACE program services and products. Advanced knowledge and experience in development, and stakeholder management for health care or PACE program domains. Working knowledge or familiarity with emerging technologies and best practices in IT and other program domains, such as cloud computing, data analytics, artificial intelligence, and interoperability. Ability to communicate effectively and persuasively with a variety of audiences internal and external, such as senior management, PACE program staff, participants, providers, partners, regulators, and vendors, using oral, written, and presentation skills. Ability to analyze complex problems and situations and develop and implement effective and innovative solutions. Ability to plan, organize, and execute multiple projects and initiatives, and manage competing priorities and deadlines. Ability to lead, coach, and motivate a team of IT professionals, and foster a culture of collaboration, innovation, and customer service. Ability to adapt to changing business and IT environments and embrace continuous learning and improvement.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 20% of the time.
