The Director of Quality Resources and Outcomes Management (QOM) is responsible for developing a vision and executable plan to attain world class quality and safety processes and procedures across the hospital and all hospital outpatient departments. The Director of QOM will present at national, regional and local seminars. The Director of QOM collaborates with all levels of center staff and physicians contributing to the Shepherd mission and hospital-wide strategic initiatives as a key decision maker, collaborator, and innovator while maintaining a positive role model. In addition, the Director of QOM engages in advocacy work, collaborating with federal and state agencies for supporting enhanced services and long- term care for people with Spinal Cord Injuries, brain injuries and their families. Through appropriate surveillance, the Director of QOM ensures compliance with local, state, federal governing bodies and external accrediting bodies (TJC, CARF, State, CMS) within their scope of responsibility.


The Director of QOM performs various duties to ensure the proper functioning of the department.


Job Responsibilities:


  • Oversees collection, dissemination and use of Shepherd Center's outcomes information for quality.

  • Chairs Shepherd Center's Performance Improvement Committee.

  • Leads efforts to ensure conformance with JCAHO and CARF accreditation standards.

  • Participates in Clinical related initiatives, including Nursing Senate; and serves as a mentor.

  • Chairing the Quality subcommittee of the Board.

  • Oversees process improvement initiatives throughout the hospital.

  • Participates in regional and national professional conferences, presenting results and its application in performance improvement.

  • Serves as the Shepherd Patient Safety Officer and report to the Organizational Peer Review/Patient Safety Committee for Safety functions.

  • Prepares and presents complaint and occurrence analysis reports for Hospital Quality Council, Medical Executive Committee and Governing Board.

  • Develops and manages the department budget.

  • Serves on appropriate committees as necessary and requested.

  • Ensures alignment of organizational development and performance improvement efforts are centered on 5 Pillars of Excellence and support the Center's strategic goals and objectives.

  • Oversees Shepherd Center's participation in national reference databases for contribution of data related to hospital processes, outcomes, performance measures, and customer perceptions data.

  • Serves as the "coach" of all workgroups to develop leadership enhancement and patient safety.

  • Performs root cause analysis and benchmarks data from outside sources to improve patient safety.

Required Minimum Education:

  • Bachelor's degree required (health related degree preferred).

Required Minimum Certification:

  • None

Required Minimum Experience:

  • Five (5) to Sevent (7) years' experience in healthcare including three (3) to five (5) years in a quality management setting required.





Required Minimum Skills:

  • Previous experience with proven leadership in regulatory and accreditation survey readiness, quality improvement and patient safety in a large acute care system or facility required, including demonstrated ability in interpreting quality metrics to lead actionable change.

  • Strong experience with patient safety event management, including conducting root cause analysis and facilitating creation of effective, timely action plans.

  • Experience managing workflow in event management systems (RL Solutions) with the ability to interpret and utilize trended event data to improve safety.

  • Strong interpersonal skills with the ability to communicate and work with all levels of healthcare providers including physicians.

Preferred Qualifications:

  • Master's degree in a health-related field

  • CPPS and/or CPHQ

  • Project Management experience

  • Lean management system and Lean Production System methodology preferred.

Physical Demands:

  • Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time or exerting up to 15 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body.
