Summary: The Position Description Writer will compose correspondence and manage spreadsheets and databases as needed in support of COMNAVSURFLANT Manpower and Personnel Directorate.

Duties and Responsibilities:

  • Compose correspondence; manage spreadsheets and databases as needed in support of COMNAVSURFLANT Manpower and Personnel Directorate.

  • Provide support for the development, review, updating, or re-description of Civilian Employee's position descriptions (PD). This can include the creation of new position descriptions, review and/or revisions, and updates as necessary to existing PDs, using Personnel Management (OPM) standards; Handbook of Occupational Groups and Families, functional guides; fly sheets; understanding and utilizing the OPM General Schedule Supervisory Guide (GSSG); when and how to apply the Factor Evaluation System (FES) and/or GSSG.

  • Develop Civilian Position technical papers and standard government forms utilized for initiating and processing position descriptions and other civilian personnel actions. The services support will consist of development and delivery of Federal Civilian Employees PDs consistent with the nature of the action, i.e. establishing, updating, or re-description and accretion. This includes the development of all associated technical papers and standard government forms utilized for initiating and processing position descriptions and other civilian personnel actions.

  • Interface with select individual employees encumbering the position being reviewed, their supervisors, and the applicable Human Resources Office to review or update the major duties and responsibilities and the knowledge, skills, and abilities (KSAs) and other requirements ensuring the formatting and duties are reflected in HR current standards.   • Provide position description and strategic human capital planning training to Headquarters staff and subordinate commands managers and supervisors on establishing and updating general schedule pay system position descriptions. The training will include; the PD life cycle; official titling instructions; understanding and utilizing the Officer of Personnel Management (OPM) standards; functional guides; fly sheets; understanding and utilizing the OPM General Schedule Supervisory Guide (GSSG); when and how to apply the Factor Evaluation System (FES) and/or the GSSG

  • Weekly PD Status Report on Tuesday of each business week. The PD Status Report will be updated as of the previous Friday.

  • Position descriptions and technical papers.

  • Position description training materials and instruction.

  • Tracking report on all positions descriptions on where they are in the process on a weekly or as-needed basis.

Required Qualifications:

  • High school diploma/equivalent and four to six years of relevant experience

  • Four to six years of experience in database design and management

  • Four to six years of experience in data analysis support for complex projects

  • Proficient and experienced with Microsoft Office, especially with Access, Excel and PowerPoint Highly proficient and experienced with Microsoft Office, especially with Access, Excel and PowerPoint

  • Proficient and experienced with Visual Basic for Applications (VBA)

  • Must be able to obtain and maintain a DoD Secret Clearance

  • Microsoft Technology Associate (MTA) certification required

  • Pursuant to the various government contractual requirements, all applicants must be U.S. Citizens
