Job Description:

Overview: Spencer Ogden is seeking a skilled Project Manager with a strong background in the downstream sector of the oil and gas or chemicals industry. This role involves managing and supporting projects for one of our leading manufacturing clients in Houston Texas.

Responsibilities:
  • Manage multiple downstream projects, typically with budgets less than $50MM.
  • Oversee and coordinate capital projects in line with organizational policies and procedures.
  • Develop front-end project scopes, execution plans, estimates, and schedules for project approvals.
  • Monitor project scope, costs, and schedules to ensure alignment with approved budgets and timelines.
  • Apply project management best practices and enforce project standards.
  • Analyze and manage project risks to mitigate financial and schedule impacts.
  • Ensure project documents and drawings are complete, up-to-date, and archived according to organizational policies.
  • Collaborate with Commercial, Operations, Technical Services, and other departments while directing third-party contractors for safe project execution.
  • Prepare weekly and monthly progress reports, including cost forecasts, using Excel, Word, and Oracle.
  • Supervise the activities of outside consultants and manage the RFP and bid selection process.
  • Create and execute project work plans and adjust as needed for changing requirements.
  • Coordinate activities for in-house and external resources, assigning tasks and providing guidance.
  • Review consultant work to ensure adherence to standards and contractual obligations.
  • Lead and participate in Process Safety Management (PSM) activities, including Management of Change (MOCs), HAZOPs, PSSR, PSV studies, and equipment inspections.
  • Assist in troubleshooting operational issues and optimizing equipment performance.
  • Ensure compliance with DOT regulations.
  • Maintain knowledge of regulations, industry standards, and technologies.

Minimum Qualifications:
  • Bachelor's degree in Engineering (Mechanical or Chemical Engineering preferred).
  • 10+ years of experience in the oil, gas, or chemical industries with a focus on downstream manufacturing.
  • Extensive hands-on experience in project management within the chemical manufacturing industry.
  • Familiarity with ASME and API standards, Process Safety Management (PSM), DOT regulations, and downstream pipeline maintenance and construction.
  • Experience with plant construction, modifications, regulatory approval processes, project planning and scheduling, cost tracking, and contract administration.
  • Proficiency in Microsoft Office applications (Word, Excel, Project, Outlook) is required.
  • Strong interpersonal and communication skills with the ability to work independently or as part of a team.
  • A broad range of project experience in downstream oil and gas operations, including plant facilities and storage.
