SUMMARY

The California Emerging Infections Program (CEIP) is one of twelve EIP sites. CEIP is funded by the Centers for Disease Control and Prevention (CDC) and is sponsored by Public Health Foundation Enterprises, Inc. (PHFE) dba Heluna Health. As part of the EIP network, CEIP has been an invaluable national resource for the surveillance, prevention, and control of emerging infectious diseases. CEIP functions under a cooperative agreement with CDC and is a collaboration among the California Department of Public Health, the UC Berkeley School of Public Health, the UC San Francisco School of Medicine, and multiple Bay Area local health jurisdictions.

The Health Program Manager, under the supervision of the Associate Director, assists with the fiscal and programmatic oversight of all funding sources and ensuring the program meets its contractual goals and objectives. 

Salary range is $120,000 - $130,000/ year, depending on experience and qualifications.

ESSENTIAL FUNCTIONS

The duties include oversight of many Program activities, including surveillance, study protocol implementation, grant application and budget management, human subjects’ applications, and HIPAA compliance.


  • The Health Program Manager assists the Associate Director with staff recruiting, hiring, and training staff and evaluating program needs when positions open.

  • Additional duties include training and supervision of surveillance officers, research assistants and interviewers

  • Assists Associate Director in writing/monitoring/executing consultant agreements, contracts, and subcontracts

  • Works with Associate Director to ensure that all projects are completed on time and within budget.

  • Serves as the secondary point person between the CEIP and Heluna Health, coordinating with the Associate Director, the writing and submission of requests for funding, annual renewals, requests for supplemental funding, contracts, subcontracts, and consultant agreements.

  • Oversees the following activities:

    • the collection of data for a population-based surveillance system for specific diseases.

    • Management surveillance databases to ensure data quality and timeliness, including implementation of data cleaning programs and regular transmission of data to the Centers for Disease Control and Prevention (CDC).

    • Collaboration with other EIP sites and the CDC on all phases of national epidemiologic studies, including design, data collection, analysis, and write-up for publication.

    • implementation of study protocols, troubleshooting protocol problems.



  • Processing of invoices by the Administrative Coordinator.

  • Assists Associate Director in communicating project activities, including both multi and single site protocol(s), with local project staff, co-directors and CDC project coordinators and directors.

  • Maintain relationships with local, state, and federal departments of health regarding surveillance, reportable conditions, and ensuring necessary public health follow-up.

  • Submit timely reports to the CDC and others as needed.

JOB QUALIFICATIONS


  • Strong verbal and written communication skills.

  • Experience managing/ creating budgets in Excel, minimum 2 years

  • Excellent interpersonal skills.

  • Demonstrated ability work in a multi-disciplinary team environment

  • Ability to manage multiple tasks and deadlines.

  • Experience managing large public health databases preferred.

  • Experience with preparation of applications to human subjects protection committee required

  • Ability to effectively present information publicly.

  • Familiarity with study designs inherent in this program: case series, case-control studies, longitudinal studies; surveillance procedures.

EDUCATION/ EXPERIENCE


  • Masters level (MPH or MS) epidemiology or infectious disease background.

  • Minimum of 10-years of public health experience or 5-years’ experience with the California Emerging Infections Program

  • Supervisory experience minimum of 5 years.
