Position Summary:

The National Park Service, Northeast Region Contracting Office requires a Contract Specialist III to support contracting operations for 80+ National Park Service sites across 13 states in the northeast.

The successful candidate functions in mid-level capacity under the guidance of a Contract Specialist/Administrator 5 carrying out pre-determined and recurring contract administration duties including acquisition planning, proposal solicitation preparation, SOW development, market research/analysis, selection and administration of terms and conditions, cost/price analysis, negotiation, and preparation of contracts.

Duties/Responsibilities:

Duties of the Contract Specialist include the following:

• Assisting with planning the procurement action.
• Assisting with determining the type of contract that best meets the requirement.
• Developing special clauses.
• Assisting with selecting solicitation and contract terms and conditions.
• Documenting the sources to be solicited.
• Conducting market research.
• Assisting with the evaluation of proposals.
• Documenting the price/cost analysis.
• Documenting the recommendation and execution of awards.
• Assisting with monitoring and contract performance documentation.
• Documenting negotiations.
• Preparing documents utilizing the PRISM and SAP systems.
• Preparing contract modifications.
• Assisting with Post Award Follow-ups.
• Report Preparation.

Minimum Requirements:

• Five (5) years of relevant experience.
• Bachelor's degree or equivalent experience required, with at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Degrees, Transcripts, or Certificates are acceptable and other formats may be acceptable.
• Contracting certifications preferred. Examples include previously held Contracting Officer warrants, FAC-C Level Certification, DAWIA Certification, etc.
• Knowledge of FARS and/or DFARS
• Experience with PRISM, SAP, and SAM preferred.
