The goal of the CSO-funded United Voices in Action 2.0 (VIA 2.0) program is to empower IDPs to lead community cohesion and capable and responsive support structures, increase IDPs’ resilience, and drive Ukraine’s national recovery.    IREX esngages planning processes so that Government of Ukraine at all levels provides resources to integrate IDPs with their host communities and supports IDPs and host communities to achieve and sustain integration by incorporating IDP and hosts community input and where appropriate prioritizing conflict resolution and mitigation goals.

The Senior Program Officer plays a critical role in strengthening the advocacy abilities and economic viability of internally displaced persons (IDPs) and while training receiving community members to reduce IDP vulnerability and promote social cohesion. By building the capacity of IDPs and host community members, the Senior Program Officer lays the groundwork for meaningful engagement and cultivate a sustainable local support infrastructure for continued cooperation, interaction, and joint problem-solving. This position is based in Kyiv with frequent travel throughout Ukraine (if possible and according to IREX policy and the public health situation in Ukraine).

Your Background & Skills

  • Bachelor’s Degree in a relevant field.
  • Minimum of 5 years of relevant experience in dialogue building, social cohesion, and/or conflict resolution experience
  • Experience working with international donor-funded projects.
  • Strong command of spoken and written English, Ukrainian, and Russian Prior experience working with IDPs is preferred.
  • Prior experience working with teens and children is preferred.
  • Excellent interpersonal and communication skills
  • Ability to be creative and generate new ideas.
  • Strong attention to detail and responsibility
  • BA in social science, conflict resolution, or similar discipline
  • You must have unrestricted authorization to work in Ukraine.

Your Daily Tasks

  • Provide support to enhance the economic viability of IDPs by supporting new and relocated businesses with resources such as small grants for equipment, supplies, and startup needs, with a focus on women-run businesses.
  • Support the provision of scholarships for educational and incubator programs to support IDPs in gaining new skills, certifications, and entrepreneurial ventures that align with host community needs and anticipated reconstruction efforts.
  • Contribute to the creation and dissemination of resources for new and relocated businesses through the VIA website, offering guidance on business registration, accounting, and other essential aspects of entrepreneurship.
  • Incorporate GESI principles to establish relationships between diverse groups.
  • Facilitate the training of receiving community members to promote social cohesion and reduce the vulnerability of IDPs.
  • Coordinate the work of trainers, subgrantees, project representatives, vendors, and other technical experts to ensure the successful implementation of program activities across Ukraine.
  • Collaborate with the communications team to develop content that supports program outreach through digital and multimedia platforms, highlighting success stories and promoting program activities.
  • Work closely with IREX's Monitoring & Evaluation (M&E) team to track and analyze program indicator data, ensuring effective monitoring, evaluation, and reporting of all program activities.
  • Provide input into program reports, budgets, and other required documentation, ensuring timely and accurate submission to donors and stakeholders.
  • Develop and maintain effective collaborations with local project partners, trainers, NGO actors, civil society organizations, and other stakeholders to support joint activities that address underlying tension, discrimination, or obstacles to social cohesion.
  • Work closely with the subgrants team to enhance their bidding, procurement, and partner orientation materials.
  • Represent IREX publicly, supporting its organizational development and contributing to the distribution of best practices and lessons learned in program areas.
  • Develop scopes of work for STTAs linked to advocacy and economic viability.
  • Interact regularly with opinion leaders, government officials, trainers, civil society and media groups, and other program stakeholders.
  • Drive innovation of resources created under the VIA 2.0 program.
  • Travel throughout Ukraine to attend program events and meetings (if possible and according to IREX policy and the public health situation in Ukraine).
  • Stay up to date with monitoring the situation in Ukraine and how it affects staff and communities to ensure the safety of all participants.
  • Other support duties as needed.
