SUMMARY: Serves as general and technical liaison to the low-income community by conducting outreach, performing assessments, determining eligibility, and being responsible for product inventory control.
ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following. Other duties may be assigned.
Promotes to the public the availability of existing energy programs through authorized outreach channelsIdentify and prioritize energy saving measures. Identify opportunities to improve operational efficiencyPrepare audit reports containing energy analysis results or recommendations for energy cost savingsProvides energy information to customerPrepare financial documents, reports or budgetsInspect or evaluate building envelopes, mechanical systems, electrical systems, or process systems to determine the energy consumption of each systemInspect facilities or equipment to ensure specifications are metPerform test such as blower-door and duct blast tests to locate air leaksEducate customers on energy efficiency or answer questions on topics such as costs of running household appliances or the selection of energy efficient appliancesCalculate data to inform organizational operationsRecommend energy efficient technologies or alternate energy sourcesPrepare job specification sheets for home energy improvements, such as attic insulation, window retrofits, heating and cooling system upgrades, water heating systems, residential appliances and fuel switchingDevelop technical specifications for systems or equipmentAnalyze technical feasibility of energy saving measures using knowledge of engineering, energy production, energy use, construction, maintenance, system operation, or process systemsAssess the cost effectiveness of products, projects, or servicesMeasure energy usage with devices such as data loggers, universal data recorders, light meters, sling pshycrometers, psychometric charts, flue gas analyzers, amp probes, watt meters, volt meters, thermometers or utility metersAccountable for any inventory issued for installation or dissemination utilizing appropriate forms and procedures

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE: Completion of a construction trade program at a technical or trade school, 2-3 years of residential construction experience, Comfortable reading and understanding equipment blueprints, schematics, and diagrams, working knowledge of electrical, mechanical, plumbing, and construction theory, and the associated principles, materials, and equipment. Demonstrated ability to operate hand and power tools associated with trade work. Any combination of the above sufficient to professionally complete residential estimating projects including selection of products.

COMPUTER SKILLS: Basic computer skills required.

LANGUAGE SKILLS: Ability to read, and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers, employees or organizations. Must be personable and be able to effectively communicate with others from diverse socioeconomic and cultural backgrounds.

MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS: Access to transportation, California drivers license, and minimum auto insurance as required by law. Must maintain good driving record.
