HCD Construction Inspector at CITY OF MEMPHIS in Memphis, Tennessee

Job Description:


Works under the direction of assigned the manager to plan, coordinate, and direct construction inspections. Assists with design reviews for Division's Housing programs. Directs activities of employees and/or consultants engaged in inspecting the construction of rehabilitated and newly constructed single and multi-family units. Recommends corrective action when problems are detected. Interprets government regulations and ensures program compliance to local, state, and federal codes and regulations. Provides recommendations for invoice approvals and inspects building sites to confirm conformance to quality guidelines. Directs personnel and equipment in order to ensure completion of work. Analyzes and resolves difficult situations involving property owners, contractors, staff, other government agencies and/or the public. Coordinates with manager to establish production and customer service standards. Travels and inspects various work sites throughout the city to ensure compliance, evaluate activities and work requirements with crews. Monitors programmatic activities to ensure expectations are met. Coordinates and/or prepares various documents including monthly and annual reports.

  1. Performs additional functions (essential or otherwise) which may be assigned from time to time. 




 


TYPICAL PHYSICAL CONDITIONS:  Requires the ability to communicate both orally and in writing with managers, staff, contractors, general public, and government agencies. Requires ability to read government regulations, blueprints, and floor plans. Requires the use of general office equipment such as computers, calculators, copiers, and telephones. Requires the ability to operate an automobile. 


 


TYPICAL WORKING CONDITIONS:  Work is performed in an office environment except during on-site visits to observe operations. Requires travel to different locations throughout the city for work site inspections. May be exposed to outside weather conditions. 

MINIMUM QUALIFICATIONS:  Bachelor's degree in Business Administration, Construction Management, Public Administration or related field and five (5) years' professional experience in housing rehabilitation or rebuild programs; or any combination of experience and training which enables one to perform the essential job functions. Must maintain a Home Inspection Certification as a condition of continued employment. Must possess and maintain a valid driver's license as a condition of continued employment. Lead Paint or Weatherization Certification preferred. 


The City Charter requires that City Employees must establish residence within Shelby County withing six (6) months from the date of employment.  Proof of residence will be required at the time of hire.
