We are currently seeking an early childhood education (ECE) professional to join the Office of Child Care (OCC) Child Care Monitoring and Oversight System project. The OCC Monitoring Project is a tight-knit and collaborative team that supports the implementation of a monitoring system to assess state and territory compliance with the Child Care and Development Block Grant Act of 2014, Child Care and Development Fund (CCDF) Final Rule, and approved CCDF Plan. The goals of the monitoring system are to ensure compliance with the CCDF regulations and approved CCDF Plan, identify technical assistance needs to meet CCDF program requirements, and identify promising practices to inform continuous quality improvement. OCC’s monitoring efforts include an in-depth review of each CCDF grantee’s policies and practices related to health and safety, child care subsidy, and program integrity and accountability.

This position is based out of WRMA’s Rockville, Maryland office but is a remote/virtual position. The candidate must have consistent, daily access to a working environment conducive to professional activities during core business hours (regular video/audio meetings, tasks requiring quiet focus, etc.). Necessary hardware, software, and IT support are provided.



Responsibilities

  • Work as part of collaborative teams to provide logistical and content support for federal onsite and virtual monitoring and oversight efforts
  • Conduct literature and policy reviews
  • Analyze program policies, processes, legislative and regulatory requirements, and qualitative and quantitative data
  • Facilitate virtual and in-person meetings with state and federal staff
  • Collaborate with team members to prepare and present documents, including project resources and visit schedules
  • Write and edit summaries of findings, process guides, training manuals, slide decks, reports, and other documents as needed
  • Share subject matter expertise with OCC, states, and territories through training and technical assistance (T/TA), virtual and in-person presentations, resource development, and other information dissemination methods
  • Additional related duties as needed


Qualifications



The candidate should possess a combination of a positive attitude, strong work ethic, education, subject matter knowledge, technical skills, and the ability to build strong relationships with staff, colleagues, funders, and clients. The candidate should have:

  • Bachelor’s degree preferred
  • Professional experience with subsidy and/or licensing administration, CCDF programs, and/or early childhood education systems
  • Experience providing training, technical assistance, information services, and/or process development support to diverse audiences
  • Proficiency in Microsoft Office applications; experience with virtual meeting software such as Zoom, Microsoft Teams, a plus
  • Strong skills in public speaking and communicating with a wide range of audiences
  • Strong writing and editing skills (a writing sample may be required)
  • Excellent attention to detail
  • Successful experience working effectively with persons from diverse cultural, social, and ethnic backgrounds in person and in distributed teams
  • Dual language fluency, particularly Spanish/English, a plus

PHYSICAL REQUIREMENTS

TRAVEL: This is a remote position, and travel (25% or less) is required.

SALARY

Salary is determined commensurate with experience of the candidate. Benefits include health insurance, holidays, and vacation benefits for all full-time employees of 30 or more hours. The salary range for this position is $90,000 to $110,000 per year. While we provide competitive compensation, it's important to note that for new hires, salaries typically align with the lower end of the range, taking into account factors such as experience, qualifications, and internal equity considerations.
