Job Title: Communications Specialist, Mid-level

Department: Operations – Services

Reports To: RavenTek Program Manager

Location: Washington, DC with flexibility for telework

Schedule: Monday - Friday

Hours: Full-time, 40-hours/week

FLSA Status: Hourly, Non-exempt

Clearance: Secret


Position Summary

The Mid-level Communications Specialist supports the mission of the United States Agency for International Development (USAID) Bureau for Management (M Bureau) by providing administrative, analytical, and technical support to USAID, M Bureau, and select Operating Units (OU). The performance of this position is key to RavenTek's performance on the USAID Management contract, and therefore RavenTek's mission to support USAID.


Essential Duties and Responsibilities

  • May assist with developing communication strategies, in collaboration with Communications Director.
  • Strategically develop and disseminate communication materials to promote M Bureau activities and products in accordance with Agency messaging and branding guidance.
  • Supports general marketing, communication plans, and campaigns.
  • Assists with creating outreach materials for agency-wide distribution.
  • Supports responses to customer feedback and engages in the development and implementation of customer service plans related to the communications function.
  • Assists with Congressional reports taskings, editing, and tracking.
  • Assists with Congressional inquiries and legislative reference feedback consolidation.
  • Supports meeting activities, agenda development, presenter coordination, document clearances, and physical meeting coordination.
  • Supports bureau workshops and brown bag activities promoting B/IO products and services.
  • Connects employees to communication resources, services, and tools to meet their specific needs.
  • Provide technical support to other B/IOs, as necessary, to accommodate customer service standards, and support other communications activities, as assigned.
  • Maintain timely and accurate records and status of tasks.
  • Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
  • Submit MSRs (Monthly Status Report) as required.
  • Monitor RavenTek email on a regular basis, at least 3 times per week, and respond accordingly.
  • Complete required compliance training as assigned by RavenTek.
  • Other duties as assigned.
  • Must live in the Washington Metropolitan area.

Qualifications, Knowledge, and Critical Skills

  • Proficient in the use of Microsoft Office, including Excel, PowerPoint, and Word.
  • Proficient in the use of Google Suite, including Google Sheets, Docs, and Slides.
  • Proficient in the use of the internet, email applications, and database applications.
  • Ability to appropriately handle sensitive and extensive confidential information.
  • Proficient in drafting and/or writing talking points for senior executives, emails, and notices for internal and external audiences that distill important information and convey stated priorities.
  • Proficient in developing and polishing executive level summary analysis and reports and integrating user or customer feedback into product content and design.
  • Ability to craft communication strategies and plans and refine digestible key messages in accordance with organization priorities.
  • Ability to interview peers and colleagues to capture important personal stories that connect to overall priorities and objectives.
  • Ability to discern next steps or unplanned alternatives when hitting obstacles that challenge success.

Education & Experience

  • Bachelor's degree in communications, public relations, marketing, or a similar field.
  • Graduate's degree in communications or public relations is preferred.
  • A minimum of three years' experience in related field; of which a minimum of two years' experience must include graphic design for print and online communications products.
  • Web Page maintenance experience, particularly Drupal, strongly preferred.
  • Communications experience in development or international affairs, strongly preferred.
  • Experience in supporting and collaborating directly with senior leaders to achieve timely submission of products while also being transparent about potential delays that may impact project success.
  • Experience in copywriting and editing.
  • Experience delegating tasks to peers and colleagues within and external to specific work units and following through to completion.
  • Experience developing graphic design and visual content for print and online communications products.
  • Experience launching and/or maintaining vivid content for social media channels, such as LinkedIn and X (formerly Twitter), newsletters, and blog posts.
  • Experience preparing, reviewing, and editing responses to congressional inquiries and questions from hearings briefings, and congressional reports.
  • Project Management experience, including effectively defining, and meeting deadlines, being proactive in liaising.
  • Experience with Web Page maintenance and Drupal is preferred.

  • Secret clearance required.

Work Environment

When working on-site, employees will be working indoors in an office environment with other people. Potential moderate temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs regularly.


Physical Demands

Employees need to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; see, talk, and hear. Most positions require the ability to work on a desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format. Employees may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds. Regular and predictable attendance is essential.
