What Operations Implementaion and Compliance Specialist's Do
The Operations Implementation and Compliance Specialist (OICS) is responsible for ensuring that newly awarded Upbring Head Start grantees are operational by the proposed OHS deadline. This position is responsible for maintaining a thorough knowledge of Minimum Standards for Child-Care Centers, Head Start Performance Standards and the Child and Adult Care Food Program. The OICO conducts internal reviews of all Upbring Head Start and Early Head Start centers for compliance with Minimum Standards for Child-Care Centers, Head Start Performance Standards, and the Child and Adult Care Food Program. The OICO provides support to the Area Directors regarding compliance issues conducted by on-site visits, observations, and data collection.

Responsibilities

Work Standards
Ensure that new awarded centers have all required environmental studies as well as health, fire and building inspections
Ensure that all repairs are completed from all inspections and environmental studies
Submit HHS child-care licensing application for newly awarded centers
Obtain bids for installation of fire monitoring systems and hood suppression systems and/or playgrounds for newly acquired centers as needed
Ensure compliance with procurement procedures as well as the Davis Bacon Act
Ensure that playground structure and layout meet Head Start Performance and Child Care Minimum Standards
Ensure that all vehicles being conveyed from prior grantee are transferred to LSS DBA Upbring Head Start
Obtain maintenance and fuel cards for all newly transferred vehicles
Obtain signatures for new lease agreements
Develops, organizes, and implements ongoing monitoring and quality assurance systems pertaining to programmatic and financial compliance and quality with Head Start regulations. This includes a system of reporting for non-compliance findings
Ensure compliance with Company, State and Federals standards, along with licensing requirements
Ensure Centers are compliant with Child and Adult Care Food Program regulations by conducting required monitoring
Ensure all fire and security systems are in operation and in compliance for all centers
Receive and verify incoming inventory from previous grantee pertaining to kitchen equipment and vehicles
Be present at work to provide consistency of services

Staff must not use/impose corporal punishment or other forms of child maltreatment as a method to discipline children
Comply with company policies, procedures, Child Care Minimum Standards, and HSPPS regulations and standards
Ensure the health and safety of each child in care at all times, and support the overall well-being of children
Immediately communicate with supervisor all concerns related to child health and safety
Other duties as assigned
Communication
Prepare monthly narrative report identifying activities, concerns, and recommendations to Assistant Superintendent of Operations
Responds to all emergencies
Fiscal Management
Ensures fiscal management by monitoring operational expenditures during startup

Seek guidance and support from supervisorfor mitigating concerns: inclusive but not limited to classroom management, behavior management, child health and safety, child development, and any other concerns requiring intervention
Work in conjunction with Compliance Team to conduct annual self-assessment utilizing the most recent Focus Area 1 and 2 Monitoring Protocol
Work in conjunction with Compliance Team and Leadership Team to complete program’s annual Community Assessment
Work in conjunction with Assistant Superintendent of Operations to develop operational procedures, implement strategic initiatives and complete projects that impact both the local programs and the Company’s business objectives
Serve on project teams, or in an advisory capacity, to support organizational initiatives
Support Assistant Superintendent of Operations in meeting all programs or company-wide goals
Assist in surveys new buildings and opportunities for business expansion
Communicates with leadership on programmatic status and any concerns regarding child-care licensing, operations, facilities, and nutrition
Participate in staff meetings, conferences, training sessions and workshops as assigned
Be a contributory team member in a positive/productive manner

Building Relationships
Liaison with contractors to assure stated work is completed properly
Ensure Center Directors centers follow municipal ordinances, state licensing laws, and federal standards
Emergency Liaison with Municipal departments
Model and demonstrate a positive attitude and positive working relationships, while maintaining strong ethical boundaries
Actively participate in exhibiting cultural awareness and sensitivity when interacting with staff, and the community
Qualifications
Minimum Qualifications
Bachelor's degree
3 years’ experience with Minimum Standards for Child Care Centers or Head Start Performance Standards
3 years’ related work experience required
Prior compliance related experience
Current Texas Driver’s License and auto insurance in good standing
Ability to travel up to 75% of the time.
Preferred Qualifications
Master’s degree in Social Work, Human Services, or related field
5 years ‘of increasingly responsible experience performing work in ERSEA, alongside the minimum qualifications listed above
Bilingual Spanish English based on service population
Knowledge, Skills, & Abilities
Maintain confidentiality regarding staff and family information
Ability to maintain reliable transportation and state-mandated minimum insurance coverage(s) on your vehicle
Proficient use of Microsoft Word, Excel, and Outlook
