ABOUT THE POSITION

The Facilities Management Department is seeking a Facilities Operations Manager located in Riverside with travel throughout Riverside County required.

The Facilities Operations Manager will be assigned to the Project Management Office and will be responsible for developing, implementing and managing the most complex projects , such as, the technical aspects of major county facility construction and tenant improvements. Responsibilities will also include supervising staff; reviewing bids, contracts and proposals; managing executed contracts to ensure adherence to budget and funding guidelines; acting as a liaison between different vendors, customers and staff.

Competitive candidates will possess four or more years of project and/or construction management experience in public works projects and Project and/or Construction Management certification.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 (B) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manager other employees or programs, and have significant influence on the achievement of organizational objectives.

Meet the Team! Riverside County Department of Facilities Management provides property management and operations services for county owned and leased facilities throughout the 7,200 square miles of Riverside County and over 14 million square feet of space. The department is responsible for keeping county buildings safe, comfortable and productive for both county staff and the public.

EXAMPLES OF ESSENTIAL DUTIES

• Plan, assign and evaluate the work of Facilities Management staff and various units of their assigned operation, including setting work priorities, determining methods and procedures to be used, resolving problems, selecting alternatives, and overseeing the most complex and sensitive work.

• Manage the development and implementation of projects to ensure project design is compatible with County needs; oversee routine inspections of County facilities for quality and compliance and evaluate customer experience and satisfaction.

• Manage the preparation of budget projections and expenditures for facility related capital or non-capital projects; coordinate the collection of capital asset information countywide; develop and implement methods that ensure accurate data collection.

• Assist with review and development of recommendations on administrative policies and operational issues and changes; propose policy recommendations to executive management, various boards, commissions, community groups, and Board of Supervisors.

• Research and interpret federal, state, local legislation, and other regulatory agency laws, rules, regulations, ordinances, and policies applicable to specialized divisional projects ensuring compliance.

• Negotiate contracts for Facilities Management related services between other County departments, agencies, operators, and consultants; monitor agencies, operators and consultants to ensure compliance to contract provisions and services completion.

• Develop standards, processes, templates, and forms to facilitate the transfer of capital asset, work task, project, or maintenance information into a central database; ensure the integrity and standardization of data that imports into asset, project or maintenance management databases.

• Direct and ensure the maintenance of records and preparation of reports necessary for facilities project operations; direct or prepare, reports, studies and marketing materials relating to assigned specialized divisional projects; prepare other reports and correspondence as required.

• Utilize asset management and project management programs to streamline capital planning and associated costs bringing facilities to regulatory standards and maintaining standards.

• Confer with system programmers to develop enhancements, modifications and interfaces for the Facilities Management's data systems.

• Provide performance direction, leadership, guidance, counseling, and evaluation to assigned subordinate staff.

• Develop surveys assessing the physical conditions of facilities to identify major or large-scale projects to repair and rehabilitate County assets.

MINIMUM QUALIFICATIONS

Education

Graduation from an accredited college or university with a bachelor's degree, preferably with major coursework in business or public administration, marketing, communications, engineering, architecture, or a related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.)

Experience

Four years of working in a management or supervisory capacity, which includes management of major projects involving project planning, budget development, contract preparation and monitoring, and staffing. (A master's degree in one of the disciplines listed above may substitute for one year of the required experience.)
Other Requirements
A valid California Driver License.

Knowledge Of

The principles and practices of public administration and personnel management; principles and techniques of project management, construction management, building codes, public works, asset management and maintenance management; development, training and leadership of employees; budgets and budgetary analysis; project cost estimations and plan take-offs for building construction; federal, state and local laws relating to construction, maintenance regulations and requirements; safety rules and regulations applicable to capital and non-capital projects; contract negotiations and preparation for construction, vendor and construction bidding process.

Ability To

Plan, direct and coordinate the work of others; interpret, apply and explain legislative and administrative mandates, regulations guidelines and complex rules; read, analyze and assemble construction plans and specifications; establish and maintain effective working relationships with personnel at all organizational levels; be effective in conflict resolution; instruct, persuade and motivate others; coordinate project activities with management, elected officials, Board members, employees, and the public; secure the cooperation of operating department officials and personnel in accepting and effecting sound management practices; analyze problems, generate and evaluate alternatives, reach practical conclusions, and devise workable solutions; prepare recommendations and reports; speak and write effectively.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

    ANNUAL LEAVE (Bi-Weekly Accrual):

    0 < 36 months = 8.92 Hours
    36 to <108>108 or more months = 12.00 Hours

    Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

    -Annual Leave for Unrepresented Management Attorneys:
    Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
