Job Summary

The Capital Projects Program Manager will oversee project management program for the Capital Projects Team, supporting the planning, execution, and delivery of capital projects at our LNG export facility. This role is critical in establishing and maintaining project management standards, governance, and best practices to ensure projects are completed on time, within budget, and to the highest quality standards.

In addition to your primary responsibility, this position will also support business development as needed in screening and evaluating the feasibility of potential opportunities including, fatal flaw analysis, scope definition, planning, order of magnitude cost estimates, and identification and control of impacts to existing facilities.

Duties/Responsibilities

  • Program Manager Leadership:
  • Establish and lead the Capital Projects Project Management Program, ensuring alignment with organizational goals and strategies. In particular, this position is responsible to ensuring a smooth closure of MOC when delivering projects to our main customer, Operations.
  • Develop and implement policies, procedures, and methodologies.
  • Foster a culture of continuous improvement and project management excellence.
  • Project Governance:
  • Define and enforce project governance frameworks, including project charters, risk management, and change control processes in alignment line with company's Corporate Project Governance team.
  • Ensure compliance with all regulatory, safety, and environmental standards.
  • Close liaison with the Corporate Project Governance group, ensuring prompt reporting for all projects.
  • Resource Management:
  • Oversee resource allocation and capacity planning to ensure optimal utilization of project teams.
  • Coordinate with HR and other departments to secure necessary project resources.
  • Project Planning and Execution:
  • Support project managers in developing detailed project plans, including scope, schedule, budget, and quality requirements.
  • Monitor project progress, performance, and deliverables to ensure alignment with project objectives (including establishing KPIs and metrics to manage overall portfolio performance).
  • Facilitate project status meetings, reviews, and reporting to senior management and stakeholders.
  • Develop standard project selection criteria to prioritize projects in the pipeline based on strategic goals, resource availability, and potential ROI.
  • Risk Management:
  • Identify, assess, and mitigate project risks and issues.
  • Develop contingency plans and corrective actions to address potential project challenges.
  • Stakeholder Communication:
  • Maintain effective communication channels with all project stakeholders, including internal teams (Operations, Maintenance, Procurement, OH&SS, etc.) and contractors.
  • Prepare and present project reports, dashboards, and updates to executive leadership and other stakeholders.
  • Establish knowledge management repositories and facilitate knowledge sharing across projects.
  • HSE Roles and Responsibilities:
  • Support and actively participate in Freeport LNG's Health, Safety, and Environmental (HSE) Management System, prioritizing safety in all activities.
  • Implement routine inspections to ensure safe operating conditions and cultivate a strong safety culture, inclusive of stop work authority.
  • Quality Assurance:
  • Implement quality control processes to ensure project deliverables meet required standards and specifications.
  • Conduct regular audits and reviews to ensure adherence to project management best practices.
  • Training and Development:
  • Provide training and mentoring to project managers and team members on project management methodologies and tools.
  • Promote professional development and knowledge sharing within the project management community.

Minimum Qualification/Work Experience

Minimum Education: Bachelors of Science in Engineering Degree

Minimum Experience:15+ years of Engineering and Project experience, must include oil & gas, refinery, and industrial projects. Experience in brownfield project development.

Preferred Education: MBA, or PMP certification from PMI

Preferred Experience: Minimum of 10 years of project management or leading roles and 25+ years of Engineering and project experience in US LNG projects.

Experience working with operations teams.

Experience with FERC and PHMSA regulations for LNG Facilities.

Proven track record of successfully managing large-scale, complex projects from initiation to completion.

Required Knowledge/Skills/Abilities

  • Strong analytical and problem-solving skills.
  • Knowledge of project management methodologies, tools, and software (e.g., MS Project, Primavera P6).

HSE Roles and Responsibilities

Support the policies, efforts, and programs of Freeport LNG Health, Safety and Environmental (HSE) Management System. Actively participate in the HSE Management System Policies. Ensure that HSE concerns are given priority in all activities completed within their area of responsibility. Implement routine inspections to ensure safe operating conditions.

Working Conditions and Physical Expectations

Location/Travel Information

This role is primarily based at Freeport LNG's Headquarters in Houston, with occasional travel to various company locations, including liquefaction and pretreatment facilities near Freeport TX. Additionally, you may travel to EPC company offices in the greater Houston area, and occasionally to vendor or supplier offices and manufacturing facilities both domestically and international as project needs and resource availability dictate. A valid driver's license and TWIC are essential for performing the duties of this role.

Work Environment
  • Must be able to wear all necessary PPE equipment and operate in a professional office environment, both within and outside of industrial plant settings.

  • Ability to travel to various company locations and vendor facilities as required.
  • Capacity to move throughout all areas of the facility, including confined spaces and elevated heights.
  • Excellent verbal and auditory capabilities for effective communication during fieldwork and project activities.

• Valid Transportation Worker Identification Card (TWIC) required.
