Overview

The Technical Solutions Writer provides focus on Proposal and technical writing, working with subject matter experts (SMEs) to translate technical information into proposal text in response to RFP requirements to develop compelling and compliant proposal responses. Major proposal support areas include technical response and past performance, with activities including interviewing SMEs, creating new text, and tailoring existing information to meet RFP requirements. Additional activities include reviewing and editing of proposal sections, understanding and meeting the proposal schedule, working with other proposal and review team members, preparing documentation for formal reviews, and responding to direction from the Proposal Manager.

Responsibilities

This position is characterized by shifting priorities, stringent deadlines, and evening/weekend hours to accomplish tasks within non-negotiable client deadlines. Specific duties will include, but not be limited to, the following:

  • Write compelling, compliant proposal sections that address the RFP/RFI/RFQ requirements and SOW tasks, while highlighting win themes, features/benefits/advantages, risks/mitigation plans, innovations, and discriminators, as appropriate.
  • Interview SMEs at all levels of the organization to develop content.
  • Review and edit content provided by SMEs to ensure compliance.
  • Combine content from interviews, proposal and project documentation and industry best practices to develop proposal content.
  • Interpret technical information and adapt it to engage a targeted readership.
  • Rewrite proposals according to feedback.
  • Conduct technical research for the proposal to produce proposal sections.
  • Coordinate the efforts of diverse sets of authors to ensure timely completion of assigned tasks through various proposal review cycles.
  • Work with proposal graphic artists to develop graphic depictions of technical content.
  • Participate in brainstorming/storyboarding sessions.
  • Develop reusable content for future proposals by working with SMEs, operations personnel, and the proposal team.
  • Write white papers and other technical/marketing documentation.

Qualifications

  • BA or BS in English, Communications, Marketing, Liberal Arts, or a related discipline, preferred.
  • Minimum of 5 years experience in technical writing and editing in an information technology field in support of the Federal Government.
  • A thorough understanding of government federal contract proposal efforts, government RFP documentation, procurement process, proposal preparation, and evaluation and compliance.
  • Proven ability to translate technical knowledge into easily understood terms.
  • Must possess strong grammar and writing skills, including editing and proofreading.
  • Excellent verbal and written communication skills.

  • Able to work with minimal supervision, demonstrating flexibility, accountability, initiative, and self-motivation to identify and execute tasks.
  • Must be a self-starter and possess ability to manage multiple priorities and deadlines while meeting quality standards and on-time delivery; may require overtime to meet deadlines, sometimes on short notice.
