The Facilities Manager oversees the operational and
administrative delivery of Photo ID site management, lease management, project
management, customer support, site security and relationship management for
approximately 100 leased Photo ID sites according to UniqueSource’s PID
licensing contract with the Commonwealth of Pennsylvania. The Facilities
Manager provides supervisory oversight of the Assistant Facility Managers and
Occupancy Manager.
Essential Responsibilities and Duties
Responsible
for overseeing Photo ID site management and the successful delivery of general
services to sites including but not limited to utilities, scheduled
maintenance, site supplies, repairs, service ticket management, services
issues, resolving escalated issues, and billing management.
Responsible
for overseeing lease management including but not limited to managing lessor
relationships, CAM reconcilements, term negotiations and renewals, terms and
conditions compliance as well as facilitating documentation management.
Responsible for overseeing scope
development and executions of projects related to project management
including but not limited to budget, new site builds, site moves, site
renovations, and technology implementations.
Responsible for overseeing
customer support including but not limited to serving as the designated
point of contact for the PennDOT Facilities Manager, providing
consultative support for customer initiatives and strategic planning,
hosting and attending scheduled strategic and planning meetings with the
client, responding to urgent matters communicated by the client or other
sources effectively, managing client expectations and communications
effectively and overseeing and effectively communicating updates regarding
facilities management budget performance.
Responsible for overseeing site
security and building access control including but not limited to access
issuance and removal, surveillance, and security guard placement.
Responsible for vendor
relationship management including but not limited to contract negotiation
management, performance management, billing and invoice management and
procurement.
Responsible for maintaining
positive working relationships with PENNDOT, member agencies, state
agencies, vendors, consultants, customers, and other key stakeholders.
Provides supervisory oversight to
meet PID program compliance, demands, and performance expectations. This
also includes but is not limited to providing exceptional leadership to
staff members regarding; performance management; training and professional
development; coaching; safety; and ethical practices.
Accountable for the submission of
reports, forms and response to correspondence as required.
Required Education and Experience
Associate Degree or high school
diploma combined with required experience.
Minimum 5 years of handling
facility management duties like outlined above.
Minimum 3 years of handling
contract negotiations with mechanical contractors such as HVAC, plumbing,
electrical, landscaping, etc.
Experience managing leases.
Must have a valid driver’s
license and clean driving record.
Preferred Education and Experience
Minimum 7 years of facility
management experience.
Experience supporting an
organization that has regional offices.
