Job Description:

The Talking Book and Braille Service (TBBS) at the Nebraska Library Commission is seeking a motivated, adaptable, and success-driven individual to develop and implement a robust marketing and outreach program. This position will address a 3-tier organizational goal to: Recruit, Retain, and Engage TBBS patrons.


The Talking Book and Braille Service is a no-cost braille and audiobook library service for people with temporary or permanent low vision, blindness, or a physical or perceptual disability that prevents them from reading or holding the printed page. We are a part of the National Library Service (NLS), which empowers all Americans to read.



Position Responsibilities



This position will perform highly complex informational and educational work to market and promote the services provided by the Talking Book and Braille Service (TBBS) to potential users, caregivers, service providers, governmental entities, and the public. This position will also oversee the TBBS volunteer program.



Recruit: This position will develop and implement a statewide marketing and outreach strategy to promote the Talking Book Service in order to increase patron enrollment. A successful candidate will be able to craft and coordinate Talking Book messaging in multiple mediums, including print and digital formats. The candidate will be a strong public speaker who is able to network and communicate with diverse public, professional, and media groups in Nebraska, ranging from the Lincoln-Omaha metro to the Panhandle. Promotion and presentation audiences could include, and are not limited to: nursing homes, retirement communities, governmental organizations, advocacy groups, and correctional facilities. This is position is also responsible for the recruitment of volunteer narrators for our recording studio, as well as planning our annual volunteer recognition event.



Retain: This position will analyze organizational data and collaborate with other TBBS staff to identify areas and methods for improving patron retention. A successful candidate will be able to conduct research to determine organizational strengths, weaknesses, opportunities, and obstacles as related to marketing and communication to current patrons.



Engage: This position will also be responsible for improving current avenues for patron engagement, and identifying and implementing new opportunities. This position, in cooperation with TBBS and NLS staff, will design and execute the annual Summer Reading Program.


Duties and Responsibilities:


  • Establishes contact, provides promotional materials, and builds and maintains connections and partnerships with TBBS stakeholders.

  • Writes and submits articles promoting TBBS to various newsletters and news organizations.

  • Cooperates with other state government agencies to build reciprocal support.

  • Creates and maintains promotional materials for presentations and local communities.

  • Creates and maintains an outreach database to log contacts and outreach activities.

  • This position requires some travel, including overnight travel.

  • This position requires some evening and weekend hours, not to exceed a 40-hour workweek.

  • Other duties as assigned.




Requirements / Qualifications:




Minimum Qualifications: Vocational/Technical diploma or Associates Degree in journalism, communications, marketing, public relations, graphic arts, digital media, videography, or related field and at least one year of experience in conducting public relations, information, or graphic art activities. Required experience may substitute for education on a year for year basis.



Knowledge, Skills, and Abilities:



  • Knowledge of:

    • The principles and practices of journalism;

    • The principles and practices of public relations;

    • The techniques of layout design;

    • The principles and practices of electronic and social media communication;

    • The principles and practices of visual reproduction such as photography, graphic, or printing;

    • Graphic design software;

    • The techniques of online layout;

    • Website design and maintenance;

    • The English language including spelling, punctuation, sentence structure, word usage, and grammar;

    • Nebraska Library Commission and TBBS operations, rules, policies, and objectives;

    • Nebraska Library Commission and TBBS program legislation and goals;

    • The techniques, formats, and styles of public information dissemination;

    • Statewide and local media sources and operations including appropriate contact persons, associated costs, and publication/broadcast deadlines;

    • Reference sources including agency reference material and external information sources;

    • Graphic functions included in the preparation of camera-ready copy;

    • Various art processes, technical preparation and photography.



  • Skills in:

    • The use of graphic design software;

    • Creating original artwork;



  • Ability to:

    • Communicate effectively in individual or group settings with news media representatives, governmental or program officials, agency staff, and the public, at levels understandable to each audience;

    • Skillfully operate audio and/or visual equipment;

    • Operate electronic hardware and software appropriate for online information development and delivery, including audio and visual formats;

    • Write/edit copy to fit assigned space in a layout;

    • Collect, organize, and present data in report and bulletin form;

    • Evaluate the public information potential of written, illustrative, and related material for a specific project assignment;

    • Develop the public information dissemination approach most likely to reach the target audience;

    • Assess the impact and effectiveness of specific public information materials or activities in meeting the interests of the public or media and the needs of the agency;

    • Apply agency policies and procedures pertinent to the public information function;

    • Assign and review the work of others






Preferred Knowledge, Abilities & Skills:



  • Bachelor's degree preferred in marketing, journalism, communications, public relations or related field and at least two years of experience in conducting public relations;

  • The principles and practices of marketing;

  • The principles and practices of accessible design as related to materials disseminated to the blind and visually impaired;

  • The principles and practices of public relations as related to representation of a government agency;

  • The use of graphic design software, including but not limited to: Canva and Indesign;

  • Website design and maintenance as related to digital accessibility standards;

  • Public speaking;

  • The use of Microsoft Office Suite software, including Outlook, Word, Excel, and PowerPoint.




Hiring Specs:



  • $18.626 hourly

  • Full time permanent position (40 hours weekly) generally Monday through Friday, 8-5.

  • Starting date: 10/21/2024
